Position Summary:
The Massachusetts State Lottery Commission ("MSLC" or "Lottery") is looking for a subject matter expert in networking and telecommunications service provider contracting to assist in the request for response and contracting process in regard to the Lottery's agent and gaming network across the state of Massachusetts.
Responsibilities:
1. Review previous RFR and final Verizon contract. How closely did the final contract match the original RFR request?
2. Benchmark the rates we are paying against the current market. What should we be targeting / expecting this time?
3. Facilitate sessions with MSLC IT to gather requirements for the network based on what we've experienced to date as well as what would be required to support our roadmap. Some areas for improvement have already been identified by the team:
Proactive monitoring for performance / outages
Security monitoring
Increased bandwidth with SLA's
Redundancy
Ability to replace remote site end point technology with superior equipment (same vendor or new vendor) as the needs of MSLC evolve.
4. Review and deliver RFR draft /revisions.
5. Identifies risk assessments and vendor liability requirements.
6. Creates and identifies strategies for risk mitigation and contingency planning.
7. Be an expert advisor to PMT team on analysis / review / pricing of responses.
8. Facilitates/supports network communication project as needed to reach completion resulting in best value for Lottery.
9. Miscellaneous tasks to ensure successful completion and/or result.
MSLC may negotiate changes to the original performance measures and requirements identified herein at any time, to ensure compliance with state and federal laws, regulations, policies, and program goals. MSLC may negotiate and execute contract amendments with the awarded Consultant which MSLC reasonably determines are within the scope of this posting and necessary to result in best value to the Commonwealth.
Qualifications:
1. Proficiency in the following MS Project, MS Office
2. Bachelor's Degree or higher in Engineering, Technology or related field.
3. Minimum 3 years' experience coordinating and/supporting IT business processes.
4. Telecommunications/Networking Service Provider contracting experience required.
5. Former local, state, federal government experience preferred.
