The Office of Naval Research (ONR) Code 34, Warfighter Performance Program, is seeking a Senior Management and Policy Analyst to conduct management, strategy, policy, and data analysis support in overseeing and managing the execution of its basic, applied, and advanced technology development programs. The Warfighter Performance departments mission is to enhance warfighter effectiveness and efficiencies through bioengineered and biorobotic systems, medical and behavioral technologies, improved manpower, personnel, and training and systems design.

Tasks include:

  • Assist ONR Code 34 Leadership in:
    • Overseeing strategic initiatives from development through successful execution
    • Decision-making, program management, and initiative implementation
    • Reviewing, designing, and coordinating improvements to organizational structure and function
    • Improving and aligning internal processes and coordinating organizational procedures
  • Assist ONR Code 34 Leadership in developing the department's strategy, Science & Technology (S&T) investment priorities, evaluation tools, success metrics, schedule of events, and processes to ensure effective management of the portfolio.
  • Assess the impact ONR Code 34's policies have on the management and execution of ONR's mission and other Department of the Navy (DoN) / Department of Defense (DoD) programs. Evaluate effectiveness of the department's business practices and procedures and develop recommendations for improvement. This includes drafting and presenting the details, conclusions, and recommendations to both technical and non-technical users.
  • Serve as the primary point of contact to track, coordinate, oversee, and develop/revise content in response to data calls and tasks from senior Navy leadership, DoD, other government agencies and Congress. This includes drafting budget exhibits and Congressional briefings for Research, Development, Test and Evaluation (RDT&E) appropriations.
  • Provide strategic communication support in all facets of portfolio management with the drafting of speeches, briefings, reports, emails, instructions, templates, directives and other common communication mediums. This includes assisting with team coordination and liaison activities within ONR and across the full spectrum of stakeholders to create proactive and high performing teams.
  • Coordinate and lead meetings with senior DoN S&T personnel and executives related to policy, budget formulation, technology development/analysis, acquisition, and execution. This includes scheduling meetings, drafting read ahead material, recording summary of meeting discussions, and ensuring action items are addressed afterwards.
  • Proactively identify, recommend, and support implementing solutions to address the wide range of actions associated with managing large DoD/DoN S&T portfolios and the teams that support them.

Work Environment:

  • Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
  • Ability to sit at a computer terminal for an extended period of time.

Requirements

Basic Qualifications

  • Bachelor's degree or higher from an accredited college or university.
  • Must have the ability to obtain and maintain a Secret Clearance. (Eligible to pass Federal security clearance process. Please visit the link for FAQs: (link removed))
  • No less than fifteen (15) years of experience providing management or program analysis support to the Department of Defense, preferably the Department of the Navy (DoN).
  • Experience supporting senior leaders (e.g. Chief of Staff / Systems Engineering Technical Assistance), to include:
    • Overseeing strategic initiatives from development through successful execution
    • Assisting in decision-making, program management, and initiative implementation
    • Reviewing, designing, and coordinating improvements to organizational structure and function
    • Improving and aligning internal processes and coordinating organizational procedures
  • Previous work experience recommending, drafting, and implementing new concepts and approaches to plan, evaluate, and manage research programs in either Academic, Federal, Industry or similar settings.
  • Experience coordinating and leading meetings with senior DoN S&T personnel and executives related to policy, technology development/analysis, Acquisition, and execution.
  • Outstanding oral and written communication skills and, experience negotiating and managing stakeholder relations.
  • Demonstrated proficiency in using all Microsoft Office applications.
  • Must be a U.S. citizen.

Preferred Qualifications

  • Master's degree or higher from an accredited college or university.
  • Current, active Secret security clearance.
  • Experience applying analytical problem-solving methodologists to assist with the management and oversight of complex technical development efforts.
  • Demonstrated ability to take initiative in identifying and implementing solutions to address the wide range of actions associated with managing large research portfolios and the teams that support them.
  • Familiarity with Department of Defense Research and Acquisition life-cycle.
  • Proven ability to learn processes and procedures on the job in real-time with limited assistance.
  • Specific experience related to developing strategy and policy for management of research programs.
