Job Title: Portfolio/Program Manager

Term of Contract: 18 Months + 6 months extendable project

Staff Mandatory Qualifications for Portfolio Program Manager.

  1. At least five (5) years of working experience in the capacity of a Program and / or Portfolio Management Consultant or Senior Technical Manager / Project Manager to implement application lifecycle management activities, including but not limited to, planning, requirements, design, implementation and rollout, knowledge transition, post implementation support; and ongoing project governance.
  2. b. At least five (5) years of working experience as a Project Manager or Senior Technical Manager incorporating an industry standard open and non-proprietary Software Development Lifecycle (SDLC) methodology to lead and manage various technical aspects of software development projects, including working collaborating with an organization's IT division, application development teams, enterprise architecture and quality assurance units and following applicable enterprise IT standards, policies, processes, procedures, and best practices, etc.
  3. c. At least two (2) years of working experience, in the Information Technology field providing quality assurance (QA) services while working on a project in the capacity a Program and / or Portfolio Management Consultant or Senior Technical Manager or Project Manager or Business Analyst or Quality Management Specialist performing the following:
  4. Conducting Risk and Issue list reviews as well as contributing to drafting risk and issues on the project to document the concerns raised by the project team.
  5. Performing traceability matrix analysis.
  6. Performing system requirements (functional, non-functional, technical, security related etc.) evaluation.

iv. Conducting system test assessment and verification.

  1. Developing quality assurance task reports

vi. Reviewing and contributing to deliverables encumbered for the project during the various phases of project SDLC.

Staff Desirable Qualifications

  1. Active Professional certifications including Project Management Professional (PMP) or Certified Scrum Master or ITIL or any other comparable certification such as CompTIA
  2. At least five (5) years of working experience working with large organizations similar in size to DMV working as a Program / Portfolio / and/or Project Manager from the customer side on projects done in collaboration with the customer's selected vendors for the project (service integrators or product vendors) implementing infrastructure and security related initiatives within the organization.
  3. At least three (3) years of working experience working with large organizations similar in size to DMV working as a Business Analyst / Quality Management Specialist / and/or Project Manager from the customer side on projects done in collaboration with the customer's selected vendors for the project (service integrators or product vendors) implementing infrastructure and security related initiatives within the organization.
  4. Bachelor's or master's degree in a relevant field such as Business Administration, Information Technology, Computer Science, or Engineering.

The scope of work for Portfolio management Consultant/Tasks

Task #1: Portfolio Management

1. Portfolio strategy: The IT portfolio management consultant will work with the organization's leadership to develop a portfolio strategy that aligns with the organization's overall business objectives. This may include assessing the current IT portfolio, identifying gaps, and developing a roadmap for future initiatives.

2. Portfolio optimization: The IT portfolio management consultant will evaluate the organization's existing IT initiatives to identify opportunities for optimization, consolidation, or retirement. This may involve analyzing costs, benefits, and risks associated with each initiative and prioritizing them based on their strategic importance.

3. Portfolio governance: The IT portfolio management consultant will establish governance structures that ensure proper oversight, control, and risk management of the IT portfolio. This may include developing policies and procedures for portfolio management, defining roles and responsibilities, and establishing metrics for measuring portfolio performance.

4. Portfolio planning: The IT portfolio management consultant will develop a portfolio plan that identifies the IT initiatives required to achieve the organization's strategic objectives. This may involve identifying the resources needed, developing project timelines and budgets, and assessing the feasibility of each initiative.

5. Portfolio execution: The IT portfolio management consultant will oversee the execution of IT initiatives in the portfolio to ensure they are delivered on time, within budget, and meet the desired outcomes. This may involve monitoring project progress, managing resources, and ensuring that initiatives are aligned with the overall portfolio strategy.

6. Portfolio reporting: The IT portfolio management consultant will develop and deliver regular reports on the status of the IT portfolio to executive leadership and other stakeholders. This may involve tracking key performance indicators, identifying risks and issues, and presenting recommendations for portfolio optimization.

Task #2: Program and Project Management

  1. Manage the projects as a program when assigned to multiple projects.
  2. Create, maintain, and update project charter and various project management plans in accordance with CA-PMF and PMP best practices.
  3. Create, maintain, and update various project artifacts for the projects utilizing an agile or scalable agile or a hybrid methodology thereof.
  4. Work on the project schedule or an integrated master project schedule drawing tasks and dates from other auxiliary schedules for the efforts encompassing the project.
  5. Create a monthly project status report in accordance with the CAPMF framework to track performance, project costs / budget, schedule, scope, and quality along with any legislative and or control agency reports.
  6. Create and maintain the change control process for the project, or the program area assigned.
  7. Facilitate project status meetings, project governance meetings, provide updates to executives/stakeholders, and control agencies.
  8. Create clear and concise PowerPoint presentations, Agendas, Roadmaps, etc. and distribute meeting notes.
  9. Conduct project Lessons Learned sessions and document throughout the project and track variances in costs, schedule, and scope, including the reasons for the variances.
  10. Create, maintain, update, and retain all project documentation in accordance with CA-PMF, best practices, and DMV requirements.
  11. Research and create a Project Management Communities of Practice (CoP) structure with a Project Charter, plan, objectives, goals, roles, and responsibilities.
  12. Participate and collaborate in/with a Project Management Communities of Practice (portfolio and project management team members, upper management, and other project managers) to share best practices, knowledge, tools, provide feedback, and receive advice from the community.
  13. Research project management best practices, tools, methodologies, and share with the CoP.
  14. Contribute to reviewing or implementing standardized project management processes, policies, and procedures to strengthen and ensure consistency of departmental project management standards

Task #3: Program Risk and Performance Management

i. Collect and analyze metrics pertaining to performance of various IT initiatives within the Information Systems Division across the enterprise to identify gaps and effectively develop action plans considering the relevant policies, standards, controls, and industry best practices.

ii. Assist with performance of risk assessments, maturity assessments, etc., ensuring that relevant Policies, Standards and Controls are complied with. The contractor will draft reports and other materials to articulate the results of performance management activities.

iii. Participate in meetings held for performance management being performed across various IT initiatives across DMV.

iv. Document risks and issues associated with the various IT initiatives and projects across DMV.

v. Document methodology utilized in performance assessment and generation of controls for knowledge transfer purposes to DMV employees.
