Position Description: Establishes and maintains effective fiscal management by analyzing, interpreting, and evaluating program financial data. Performs assignments mandated by statute. Prepares and/or coordinates and reviews the reconciliation of annual expenditures in excess of $850 million between agency and division financial management control systems-wide accounting system. Prepares and/or coordinates and reviews financial data compiled for quarterly and annual financial statements for management review, ensuring compliance with federal CMS contract requirements. Reviews and analyzes Service Provider financial statements for completeness, accuracy, and compliance with Division contract requirements. Applies standards and ratios to data to trend fiscal viability reporting results to Management and makes recommendations to contracts and Provider business operations teams. Tracks and keeps a record of the financial reporting compliance of qualified vendors in accordance with Standard Terms and Conditions for Qualified Vendors and sends reminders to non-compliant entities as needed. Assembles and performs audit confirmations to verify service providers' payment amounts upon request. Completes ad-hoc data requests as required. Responsible for completing work assignments promptly, accurately, and professionally and performing related work as appropriate.

Knowledge of: Generally Accepted Accounting Principles (GAAP)
Skills Preferred: Knowledge of: Generally Accepted Accounting Principles (GAAP); comprehensive knowledge of the principles, concepts, practices, methods, and techniques of government accounting, internal control structures, and fiscal management; considerable knowledge of the methods and techniques of automated accounting systems, including use of a variety of software packages; considerable knowledge of reference materials such as federal regulations, Arizona Revised Statutes, applicable agency manuals, and policies and procedures; working knowledge of financial research methodologies (e.g., random valid statistical sampling).
Experience Required: Experience as an Accountant II or two years of equivalent experience working as a professional accountant.
Experience Preferred: Accounting experience, preferably government accounting, 3+ years
Education Required: Bachelor's degree in a related field with a minimum of 24 semester hours in accounting courses and an additional 18 hours in related economics and business administration courses
Education Preferred: A Bachelor's degree with a major in Accounting from an accredited college or university
