Position Summary

The Program Specialist III is responsible for the recruitment, case management, placement, and delivery of all direct services for the Older Adult Workforce program. The Program Specialist will utilize the Individual Placement Support (IPS) model, an evidence-based form of case management, which provides customized services with small caseloads to maximize success. The Program Specialist will lead job readiness workshops and 1:1s with older adult job seekers located within the County of San Diego and provide individualized employment and training support. They will assist participants with obtaining and maintain employment that is consistent with vocational goals. The Program Specialist will work closely with the Supervisor of Programs, Client Services Department, community-based and behavioral health partners to ensure successful program outcomes. The Program Specialist will also provide assistance to contracted services for the County of San Diego Supported Employment Technical Assistance program.

The Work

Outreach and Recruitment:

  • Connect with potential participants to provide initial overview of program services.
  • Be a thought-partner with internal departments and community partners.
  • Facilitate employer connections and partner collaborative meetings and events as needed.
  • Treat all participants with dignity and respect, in light of the Workforce Partnerships values regarding equity and inclusion.

Workshop Facilitation:

  • Lead career/job readiness workshops and participant 1:1s in community/career center settings.
  • Create a learning environment where the participants feel respected.

Case Management:

  • Lead program orientation, conduct participant assessments, and complete career profiles.
  • Develop an individual employment plan with each participant, identifying goals and actionable steps toward education, training, and job placement.
  • Understand the unique barriers older adult job seekers face and help participants overcome these barriers
  • Assist participants with obtaining and completing forms and documents necessary for employment and education opportunities (i.e. state identification, social security cards).
  • Build rapport, be trauma informed, regularly communicate with participants and engage in collaborative relationships directed toward goal of competitive employment.
  • Manage and oversee timely data entry on participants program activities and all service delivery outcomes on assigned forms and formats.

Employment Support

  • Advocate with employers and help individuals navigate challenges to employment.
  • Establish and foster a network of diverse employers aligned with participant employment goals.
  • Lead partnerships with internal Business Engagement Department to develop appropriate employment opportunities for participants.

Technical Assistance:

  • Work closely with Supervisor of Programs to plan, coordinate, and facilitate monthly Work Well network meetings.
  • Assist in coordinating in-person employer socials or equivalent services.
  • Perform intensive administrative tasks including composition of contracts and required supporting documentation that are uploaded and routed via Salesforce.

Performance Management:

  • Regularly provide performance progress reports to Supervisor of Programs.
  • Thinks through timelines, dependencies, priorities, and resource needs that are unique to the older adult community.
  • Engage up, down, and across the organization with professionalism, tact, and consistency.
  • Bring solutions, perspectives, and creative thinking to each project and task with limited direction from supervisor.
  • Provide updates to Marketing & Communications team on events and participant success stories.
  • Determine, analyze, and report out on program challenges with corresponding solutions.

Requirements

What You Bring

  • Bachelors degree or 6+ years of program management equivalent experience.
  • Minimum of 3+ years experience in training or workshop facilitating, case management, and/or career counseling. Experience with providing employment services to older individuals and/or individuals with lived experience is highly desirable.
  • Demonstrated experience with the IPS case management model required.
  • Experience coordinating and facilitating training, technical assistance, and public speaking.
  • Knowledge of and ability to provide training to clientele on resume preparation, proper interviewing skills/conduct, and networking skills.
  • Working knowledge of how employment may affect Social Security Beneficiaries.
  • Ability to adapt approaches as necessary to meet the individual needs of participants.
  • Possesses the ability to adjust to changing workloads.
  • Skilled with personal time and task management.
  • Outcome driven and motivated to achieve annual measurable performance goals.
  • Must have a valid Drivers License and ability to travel using personal vehicle.
  • Demonstrates integrity and strives for excellence in their work.
  • Passionate about continuous improvement.
  • Outstanding writing, verbal, and presentation skills.
  • Skilled with Microsoft Office, Internet, Salesforce, and database management.
