Position Summary

The Program Specialist III is responsible for the oversight of workforce development services focused on serving youth populations with additional barriers to employment. Current contract areas include Black opportunity youth, unstably housed/homeless youth, and foster youth, but could expand or change over time. Program Specialist will work closely with several different partners/subcontractors to ensure successful program outcomes, policy implementation, and contract management.

Requirements

The Work

Partner Engagement:

  • Problem-solve with partners and subcontractors to address barriers to accomplishing outcomes
  • Be a thought-partner with subcontractors and community partners
  • Research, find and share best practices that can enhance local service delivery and programs
  • Assist with convenings and attend collaborative meetings and events to support subcontractors and Outreach & Recruitment Specialist as needed
  • Build rapport with community stakeholders and funded partners
  • Facilitate onsite meetings at different facilities as needed
  • Work with internal Business Engagement Department to develop appropriate employment opportunities for program participants
  • Build rapport with community stakeholders, funded partners, and program subrecipients.

Contract Management:

  • Develop and execute contracts and modifications.
  • Provide oversight and feedback to program design implementation matters.
  • Provide technical assistance to contractor(s) on operations necessary to meet program performance
  • Develop program policies and procedures including monitoring tools to appropriately evaluate contract performance.
  • Evaluate and analyze contract compliance, including but not limited to fiscal, operational, and administrative systems.

Operational and Fiscal Management:

  • Provide fiscal technical support to contractor(s).
  • Evaluate budgets and support budget development to ensure alignment with programmatic design
  • Facilitate budget modifications.
  • Serve as primary contact for contractors regarding budgets, invoicing, questions, problem solving, and training.
  • Liaison between Workforce Partnership Finance and contractor to provide support and technical assistance pertaining to budget analysis, contract cost-allocation plans, and contract closeouts.
  • Track contract expenditures and provide ongoing updates to Manager of Programs.
  • Performs other duties/responsibilities as assigned

Performance Management:

  • Provides progress reports to the Director of Strategic Youth Initiatives and funders as needed.
  • Drives use of organization designated communication, CRM, and project management tools.
  • Manges up, down, and across the organization with professionalism, tact, and consistency. Sets an example for junior staff members.
  • Brings solutions, perspectives, and creative thinking to each project and task with limited direction from supervisor.
  • Develops a professional network in the field that can add value to The Workforce Partnership.
  • Provides updates to Marketing & Communications team on events, and participant success stories.
  • Conducts onsite fidelity reviews.
  • Determine, analyze, and report out on program challenges with corresponding solutions.

What You Bring

  • Bachelors degree or equivalent work experience.
  • 3+ years experience in program implementation and performance management.
  • Experience coordinating and facilitating training, technical assistance and public speaking.
  • Proven ability to identify new methods, better approaches, and integration of other ideas.
  • Program specific contract development and modification.
  • Experience with managing federal contracts, or other highly regulated funding sources, including meeting all regulatory and compliance requirements.
  • WIOA experience a plus
  • Ability to coordinate and deliver technical assistance, including public speaking/presentations.
  • Experience developing and implementing action plans to address performance area deficiencies.
  • Demonstrates integrity and strives for excellence in their work.
  • A leader who thinks strategically, builds strong relationships, and believes in the importance of partnership.
  • Passionate about continuous improvement.
  • A great eye for detail and ideas for improvement on writing content, aesthetics, etc.
  • Outstanding writing, verbal, and presentation skills.
  • Skilled with Microsoft Office, Internet, and database management.
