This position will support the Los Alamos National Laboratory as a Navarro employee in a staff augmentation position.

Responsible for assigned activities within an engineering discipline in support of facility design, operation, and maintenance. Applies broad and diversified knowledge of engineering principles and practices in the preparation of complex engineering analyses. Performs all aspects of work in engineering operations within discipline. Performs conventional structural design and analysis. Provides system integration within and across disciplines. Provides construction and project support. May provide direction to technicians. Able to work independently and as part of a team, utilizes engineering technology to accomplish work. Continuously improves work processes to meet customer needs.

As a Utility Electrical System Engineer, you will help manage and maintain the primary electrical transmission (115kV) and distribution (13.8kV) system for the Engineering Services Utilities and Infrastructure Utility Power Team. As a system engineer you will be responsible for facility management, operations, construction, preventative and corrective maintenance, and compliance for NNSALs substations, transmission and distribution lines, switchgear, and all other major electrical assets for the UI Division. You will provide subject matter expertise on issues involving primary electrical systems and projects to ensure safety, quality, and reliability. You will participate as an integrated project team member to ensure that all LANL projects are designed and completed to acceptable standards in the area of the primary electrical system. You will contribute to the annual System Health Report of all utility electrical assets and help develop and refine scope and justification for future project funding consideration. You will prepare estimates for new utility tie-in requests and modifications.


Experience with electrical design and analyses in accordance with the national codes and standards for electrical engineering, including the IBC, NESC, NEC, IEEE, NETA, NFPA 70E, and OSHA.
Serve as a contact point for utility electrical engineering matters, including all aspects of electrical safety, power quality, power monitoring, system protection, system operation and maintenance, disturbance event analysis, and critical power reliability/redundancy issues.
Perform various power system studies including Short Circuit, Device Coordination, Equipment Sizing, and Arc Flash for high (115kV), medium (13.2kV) and low (?1000V) voltage equipment.
Complete electrical designs for sustainment, restoration, modernization, and construction projects to correct emergency power deficiencies, improve system reliability, and increase power availability for existing and new facilities, and external customers.
Develop electrical details, design/analysis calculations, specifications, etc. that incorporate the applicable design requirements for utility and facility projects.
Interface and coordinate with other engineering disciplines and the customer during the development of project deliverables.
Support the associated safety analyses, hazard evaluations, and lessons learned exercises.
Implement the LANL Conduct of Engineering (COE) Program.
Coordinate with PNM and Los Alamos County for Bulk Electric System (BES) planning, operation, maintenance, and modifications.
Review and implement NERC Reliability Standards and Requirements applicable to NNSALs current registration.

Requirements


Position requires a bachelors degree in Electrical Engineering from an ABET-accredited college or university and a minimum of 8+ years practical work experience or combination of higher-level degree and experience necessary to perform the responsibilities outlined above.

Demonstrated experience working with SKM or ETAP power tools or a similar power system analysis software package.
Demonstrated experience with Power System Load Flow (PSLF) software or similar software for transmission system power flow modeling.
Demonstrated Experience with PLS-CADD or similar overhead line design software.
Familiarity with ArcFM GIS Platform tools/software.
Experience working with SCADA, RTUs, or other OT hardware and technology.
Demonstrated design experience with transmission system protection.
Demonstrated experience in a system engineer role helping to develop a preventative maintenance program.
Basic knowledge of NERC Reliability Standards, Requirements, and audits.
