Project: PSJ Data Encryption Project

The County would like to ensure continued compliance with California Department of Justice (Cal DOJ) and the most updated Federal Bureau Investigation (FBI) Criminal Justice Information System (CJIS) Policy concerning securing criminal justice information in transit and at rest while traversing untrusted networks. County seeks a solution-based design for Public Safety and Justice (PSJ) departments that determines the best method for encrypting data at rest and in transit for several PSJ departments.

The County must ensure boundary security for PSJ departments between untrusted and trusted networks are covered while meeting the criminal justice data encryption requirements of FIPS 140-2. Later this year, the FBI CJIS Policy will increase the compliance level to FIPS 140-3 and requireencryption for criminal justice information traversing both untrusted and trusted networks. The County would like to update our security capabilities with the latest FIPS 140-3 compliant hardware and software to ensure current and future CJIS Policy compliance can be met while allowing departments to access critical data and applications securely. The solution(s) must adhere to FIP compliant encryption standards and requirements. The current teams which are a part of PSJ data encryption effort is Probation, District Attorney's Office (DAO), Pretrial Services, County Communications and Sheriff's Office (SHO).

Deliverables:

The County requires the contracting vendor to evaluate all PSJ departmental network topology and determine what encryption solution is best suited based on the network deployed, servers, and storage devices. The County's current firewall technology providers are Cisco and Palo Alto Network (PAN). Future firewalls recommended solutions should be a part of these vendors capabilities so that it remains with the County's preferred technology vendors. There will be multiple of these designs and deployment. Probation Department will be the first solution which includes, twelve local sites for firewall deployment to meet CJIS 140-3 compliance. DAO has eight local sites and must also meet encryption standards. Pretrial Services, Sheriff's office County Communications sites are yet to be determined. Contractor will provide Resource(s) who can assess the current PSJ departments and have experience in designing Cisco and PAN firewall and encryption solutions. The vendor will provide a solution-based response that will include:

Deliver an encrypted design for all network sites at PSJ locations by agency.

Recommend equipment for purchase by the County for the encrypted solutions by site.

Aid the County in configuring firewall devices and network.

Provide assist for deployment of the equipment.

Provide next-day support.

The project manager will lead milestones, scope, and cut over to the successful project, knowledge transfer and hand-off after completion of cutovers.
