COMSEC Manager Top Secret Clearance is Required Cambridge, MA Responsible for the receipt, custody, issuing, safeguarding, accounting, and destruction of COMSEC material, maintain records and submit all required accounting reports in accordance with established policy and NSA regulations. Responsible for management and oversight of all COMSEC accounts, to include collateral and special programs. Implement and oversee procedures to maintain mandatory government compliance and accountability standards for cryptographic materials. Develop, maintain, and ensure the initial and annual briefing and training of all COMSEC and Crypto trained staff to include process and procedures for operation, compliance, and accountability of CCI. Maintain controls to ensure only properly cleared and briefed personnel are permitted access to COMSEC material. Ensure compliance with all NSA and other government agencies mandatory training requirements. Lead the audits and inspections of all COMSEC and CCI materials/equipment. Provide support to compliance activities and the FSO during inspections by cognizant security authorities. Perform administrative inquiries, investigate and document COMSEC insecurities, report all COMSEC incident reports to applicable government sponsoring agencies, and address corrective actions. Facilitate the transition to Key Management Infrastructure (KMI) Responsible for operating and maintaining COMSEC accounting (DIAS) and Key Management Infrastructure (KMI). Management of fill devices and other COMSEC equipment, perform software upgrades to ECUs and secure telephone equipment. Perform installation of secure telephone equipment (STE) and coordinate to deliver encryption device(s) and keying material to select Information Technology (IT) specialists maintaining classified networks. Collaborate with Information Technology and Information Security representatives to procure, install and troubleshoot secure network connections. Maintain expertise on the use and employment of various Key loading devices (SKL, RASKSL) STE and Viper phones. Plan/Project/Execute work duties and collaborate closely with program staff, equipment vendors, and government sponsors to manage the procurement of CCI material to ensure supply chain security, NSA procedures, and other standards are followed. activities with internal and external customers and program management. Provide management and oversight to Alternate COMSEC Custodians by training, mentoring and leadership in the execution of COMSEC duties. Ability to respond to security incidents or infractions at any time. Courier classified information and author receipts for classified materials. Train COMSEC briefed personnel on COMSEC procedures and the use of related equipment. Be able to travel and attend the 10 day KMI Operating Account Manager (KOAM) training to operate Management Client (MGC). Requirements Qualifications:
Top Secret Clearance required. Willingness to travel up to 50%. Possess a Bachelor degree and 5 years professional experience or 10 years of relevant work experience. Have a minimum of 5 years of experience as a primary or alternate COMSEC custodian or COMSEC account manager / Electronic Key Management System (EKMS) account manager / Key Management Infrastructure (KMI) manager Experience with NSA COMSEC management policies and all applicable CNSSI Experience with COMSEC account software, either DIAS or KMI Prior experience in processing classified cryptographic communications material and devices to include Vipers, STE, TACLANEs, etc. Experience implementing a COMSEC program under the National Industrial Security Program Operating Manual (NISPOM) Candidate must demonstrate strong interpersonal skills, service oriented with the ability to work under pressure, be a self-starter and work well with all levels of management and staff.
