SCOPE OF THE PROJECT:
SCDHHS is the State Medicaid Agency for South Carolina. The Bureau of Medicaid Cloud Based Systems (MCBS) is the centerpiece of the Agency's long-term strategy and multi-year effort to replace the State's Medicaid Management Information System (MMIS) and to modernize the enterprise with a modular architecture. The modernization effort is a major undertaking for SCDHHS and requires a transformation of development methodologies, organization, culture, processes and technology.

The Medicaid Enterprise System Core (MES Core) is the integration platform for the new modular architecture.

The Encounter Processing System is also component of the modernization effort. Once complete, it will replace the encounter processing function of MMIS.

The goal of the modernization program will be incremental and modular in nature with a focus on configurable and scalable integrations, which allow for more flexibility and reduces time and cost necessary to respond to federal and state enhancements.

This position will support ongoing efforts by MCBS to integrate new and existing functional modules across the enterprise.

DAILY DUTIES / RESPONSIBILITIES:
This position will serve as an EDI Business Analyst for one or more components of the MES Core and EPS. The duties and responsibilities include:
Collaborate with technical and business stakeholders to define detailed mapping of data transformations between internal and external components.
Create and maintain documentation of data mapping rules and other metadata
Analyze business requirements to recommend best solutions considering needs, costs, and time
Participate in team meetings as needed
Serve as liaison between the MCBS team and external stakeholders
Assist production support team with troubleshooting and resolution of incidents

REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):
Working knowledge of most X12 transaction sets
At least 5 years of experience working with data translation systems
At least 3 years of experience working with health insurance systems
At least 2 years of experience working with systems integration, data exchange, and/or data transformations
At least 2 years of experience working on large IT projects
Familiarity of HIPAA and/or MARS-E regulations
Ability to effectively communicate, in both oral and written forms, with all levels of the Agency

PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE):
Medicaid IT process experience
File transfers and Application Program Interfaces (API)
Knowledge of SQL queries
Knowledge of XML and JSON
MS Office skills (Word, Excel, Powerpoint)

REQUIRED EDUCATION:
Bachelor Degree (preferred)
Additional Sills: At least 5 years of experience working with data translation systems. At least 3 years of experience working with health insurance systems. At least 2 years of experience working with systems integration, data exchange, and/or data transformations. File transfers and Application Program Interfaces (API).
