Work Location

The primary place of performance for this task order is at the contractors location and travel to anywhere in the United States with a large Native American population. However, except for travel, most of the work may be performed virtually.

Office Schedule:

The Project Analysts is expected to perform eight hours of work per government business day in the time window of 7:00 AM to 6:00 PM Eastern Time, Monday through Friday, except for Federal Government holidays, with an allowance for a one-hour lunch period each day.

Travel

The Project Analyst is expected at a 25% of their time to travel to Native American populated areas.

Period of Performance

Base Year and Four Option Years from date of the award, with the anticipated start date to be no later than 01 September 2023.

Education:

  • Bachelor of Degree in Administration/Program Manager and/or similar Degrees.
  • Five (5) years of experience in related industry and functional area.

Functional Responsibilities

  • Demonstrated experience and ability to analyze complex requirements and recommend development of strategies.
  • Demonstrated experience and ability to assist in developing strategic plans and concepts.
  • Ability to coordinate and manage the preparation of analysis, evaluations, and recommendations for proper implementation of programs and systems specifications in the areas of ricks management; life- life cycle management; policy development, methodologies, and modeling in the functional areas being addressed.

Description of Services/Introduction:

Tribal Electrification Program (TEP) that provides financial and technical assistance to Tribes to increase the number of Tribal homes with zero emission electricity. Recognizing the need for electrification across Indian Country is significant, and each Tribe has its own energy and electrification related needs and implementation capacity, the program will meet the unique needs of individual Tribal communities. TEP Grant funds will be awarded through a competitive proposal process to be deployed via PL-638 Indian Self-Determination and Education Assistance Act, as Amended and/or Tribal Self Governance Act of 1994, as amended.

  • Project Analysts will be providing technical assistance to those tribes who are provided funding for their approved proposal submission.
  • Provide technical assistance to the tribal project manager, performance monitoring, documentation, and progress assessment for each electrification project they are over-seeing.
  • Work alongside the BIA Team lead and provide guidance through Inflation Reduction Act (IRA) legislation and understand required electrification upgrades to meet the needs to work towards zero-emission energy usage.
  • Serve as first point of contact within the awarding document and assist in verifying the use of awarded project funds. As well as potentially navigate working relationships between the tribe and utility providers.
  • Report at a minimum quarterly on progress on all project activities to include staying within the electrification-zero emission mandates.
  • Engage with stakeholders on an appropriate level to ensure needs and gaps are being addressed where possible at the Federal level.
  • Assist in the development of internal briefing materials for decision makers and contribute technical review of external communications.
  • Successfully produce for OIED leadership the program status to senior government officials, congressional stakeholders, academia, and industry partners.
  • Develop and provide Sustainability training for all current grantees and interested tribes, tribal organizations.
  • Maintain regular communication with OIED through bi-weekly/monthly meetings to coordinate efforts.
