Position Summary

The Program Specialist III is responsible for the recruitment, case management, job development, placement, and delivery of all direct services for all justice-involved workforce programs. The Program Specialist will utilize the Individual Placement Support (IPS) model, an evidence-based form of case management, which provides customized services with small caseloads to maximize success. The Program Specialist will facilitate pre-release workshops and 1:1s with participants located within the County of San Diego Correction Facilities and provide post-release community services, of individualized employment and training support. They will assist participants with obtaining and maintaining employment that is consistent with their vocational goals. The Program Specialist will work closely with the Manager of Programs, Client Services Department, community-based and correctional partners to ensure successful program outcomes. The Program Specialist will create trust based relationships with participants, community partners and employers to disrupt the structural barriers to economic opportunity.

The Work

Outreach and Recruitment:

  • Connect with potential participants to provide initial overview of program services.
  • Be a thought-partner with internal departments and community partners.
  • Assist with employer connections and partner collaborative meetings and events as needed
  • Build rapport with participants and correctional partners.

Workshop Facilitation:

  • Facilitate career/job readiness workshops and participant 1:1s within the County of San Diego Correction Facilities.
  • Create a learning environment where the participants feel respected and safe.

Case Management:

  • Facilitate program orientation, conduct participant assessment, and complete enrollment paperwork.
  • Develop an individual employment plan with each participant, identifying goals and actionable steps toward education, training, and job placement.
  • Assist participants with obtaining and completing forms and documents necessary for employment, education or earn and learn opportunity (i.e., transcripts, birth certificates, state identification, social security cards).
  • Timely data entry on participants program activities, and all service delivery outcomes.

Employment Support

  • Advocate with employers and help individuals navigate challenges to employment.
  • Establish a network of employers aligned with participant employment goals.
  • Partner with internal Business Engagement Department to develop appropriate employment opportunities for participants.
  • Connect employers with support programs available for employers including tax-credits, and wage subsidies.

Performance Management:

  • Regularly provide performance progress reports to Manager of Programs
  • Drive use of organization designated communication, CRM, and project management tools.
  • Engage up, down, and across the organization with professionalism, tact, and consistency.
  • Bring solutions, perspectives, and creative thinking to each project and task with limited direction from manager.
  • Provide updates to Marketing & Communications team on events, and participant success stories.
  • Determine, analyze, and report out on program challenges with corresponding solutions.

Requirements

What You Bring

  • 3+ years of experience in customer service and /or human services and /or social services field
  • A Bachelors degree preferred or 4+ years of program management equivalent experience
  • Experience with the IPS case management model preferred; willingness to be trained required.
  • Experience, and/or a strong desire for, working with individuals in early recovery, justice-involved and/or at-risk populations.
  • Knowledge of career/job readiness and workforce development topics.
  • Experience coordinating and facilitating training, technical assistance, and public speaking.
  • Able to create resumes for participants and draft professional correspondence to local businesses, agencies, and organizations
  • Must have a valid Drivers License and ability to travel using personal vehicle.
  • Provide proof of vaccination status for COVID-19, or willing to undergo weekly testing. This is a requirement to enter any County of San Diego operated facility.
  • Successfully completion of Live scan required for staff working on County of San Diego contracted programs.

  • Skilled with Microsoft Office, Internet, Salesforce, and database management.
