Position Summary

The Analyst will manage training and support of end users for the State of California (State) Employment Development Departments (EDD) data management system. and other data management systems, engaging internal and external staff to ensure a high standard of data quality. The Analyst will act as a liaison with EDD. The individual will maintain meaningful partner relationships and build them as needed. The Analyst will provide support for the organization with analysis and reporting and work collaboratively with Data Systems team to help inform decision-making.

Requirements

The Work

  • Serve as the local State data management system (presently CalJOBS) expert and Super Trainer; attend relevant trainings (e.g., user group, EDD trainings, webinars)
  • Manage departmental requirements for all other data management systems such as Sales Force and Filemaker and the relationships between these systems and needed for Title I data management
  • Develop training curriculum for data systems as needed for staff and funded provider/partner staff
  • Manage MIS Admin and all Helpdesk functions for the State data management system
  • Build in new Title I programs for individual program data validation
  • Investigate and develop implementation plan and training for new State data management system and other relevant data management systems
  • Provide recommendations to management regarding development and revision of internal procedures and policies for the proper use of State and other data management systems and best practices for data collection and management relevant to Client Services Team and other departments Title I programming
  • Participate in quality control processes such as monitoring activities and determine data training needs for participant tracking and reporting systems
  • Provide technical assistance to Workforce Partnership and funded provider/partner staff
  • Create reports using SQL and other system processes
  • Collaborate with internal and external stakeholders for the presentation of performance data of Workforce Partnership -funded and/or managed programs
  • Represent Workforce Partnership in community, interdepartmental, interagency and professional meetings
  • Support Data Systems Team with the analysis of program performance
  • Track and complete data requests
  • Conduct quality assurance reviews with the scope fo the Client Services Operations Department
  • Bachelors degree or 3-4 years of database management experience
  • Experience using and training to data systems required; previous experience with CalJobs a plus
  • Ability to interpret, clearly explain and work within governmental statutes, rules, regulations and requirements to drive positive outcomes
  • Excellent customer service skills required
  • Skilled with Microsoft Suite including Excel, Internet, project management, database management
  • Strong ability to multitask, organize and prioritize tasks associated with multiple projects required
  • Ability to work with highly motivated team members required
  • Experience with project management tracking, organizing and managing multiple projects in a fast-paced environment
  • Outstanding written, verbal, presentation development and public speaking skills
  • Ability to adjust to constantly changing workloads and priorities required.
  • Ability to demonstrate integrity and strive for excellence in their work required
  • Successful completion of Live scan required for staff working on County of San Diego contracted programs
  • Understanding of Workforce Innovation and Opportunity Act (WIOA) programs and reporting recommended
