Clearance Requirements: National Crime Information Center (NCIC) Check with fingerprints.

Type of Employment: 40 hours per week.

Contract Terms: One (1) year base contract with four (4) options years.

Period of Performance: 01 October 2023 30 September 2028.

Estimate Pay: $20.61/hour comprised of $16.20/hour base plus $4.41/hour for benefits (Health/Welfare) *This is just an estimate and not the final pay rate.

Holidays: Twelve (12) paid holiday.

Paid Time Off: Up to 80 hours (2-weeks) of paid PTO during the first year.

Sick Leave:Up to 56 hours of paid sick leave during the first year.

Attire

The Phlebotomist must wear appropriate attire, to include scrubs that are dark blue, burgundy, or grey. Must wear scrub top (with no writing, patterns, or designs) and bottoms or polo shirt (with no writing, patterns, or designs) with scrub bottoms. No denim, no pastel colors, no red, no orange, no greens, no khaki and no black.

Work Schedule

The Phlebotomist normal work schedule will be Monday through Friday (except Federal Holidays) from 7:30AM to 4:00PM, with a 30-minute unpaid lunch period. Work will consist of an estimated 32 sessions per week whereby one session equals one hour of service. Sessions shall be scheduled between the hours of 7:30 a.m. and 4:00 p.m. with a 30-minute unpaid lunch break. These hours may be adjusted to meet the needs of the institution. The contractor shall not normally exceed 32 hours per week.

Education and Experience

  • Certification from an accredited Phlebotomist school or minimum (1) year experience in as a Phlebotomist.
  • Valid South Carolina Phlebotomist License.
  • Certified in Cardio-Pulmonary Resuscitation (CPR) in accordance with the American Red Cross or the American Heart Association
  • Must provide proof of experience with specimen collection, packaging, and shipment to referral laboratories with knowledge of maintaining appropriate records.

Description of Duties

  • Assist the Physician, Physician Assistant, and/or Nurse with patient flow in a clinic setting by measuring the patients vital signs and weight and scanning laboratory results in the Bureau Electronic Medical Record (BEMR).
  • Organize, schedule, and perform laboratory studies, specimen collection and process within the Health Service Unit, to include A&O in-processing, DNA per procedure, vaccine programs and PPD updates.
  • Prepare and ensure specimens are packed and transported according to the contract or BOP Reference Lab and document per Health Services Unit Laboratory Procedures.
  • Ensure that lab requests are completed properly, and all reports are returned from the contract lab, provider notified, log results in as received, follow up appropriately, and file/scan results in lab and medical record.
  • Acquire and maintain knowledge of the Health Services Manual and Unit Procedures necessary to accomplish the mission described herein, ensuring that the Laboratory Procedure Manual is updated accordingly.
  • Assist the Health Service Administrator (HSA) or his/her designee in the coordination of BOP and Contract Reference Lab contact, CLIA re-certification, maintenance of equipment and notification of needed supplies.
  • Assist the HSA and Clinical Director with writing and implementing policies that deal with the laboratory program.
  • Complete and scan into BEMR the Medical Treatment Refusal forms for any inmate that wishes to refuse laboratory testing ordered by clinical staff.
