POSITION SUMMARY

School nursing practice requires the combination of professional clinical nursing practice with promotion of the health, well-being, academic achievement, and success of the school-age child. The Complex Area APRN is called upon to work closely with RNs, Health Technician (HT), and the school health assistant (SHA) to provide primary care services to children in the health room utilizing a virtual platform. The Complex Area APRN is responsible for providing professional development to the Hawaii Keiki Complex RNs across the state. This is a leadership position that will train, clinically advise, mentor and support Hawaii Keiki Staff. The Complex Area APRN will also participate in the committees and stakeholder groups supporting nursing practice in the school setting.

ESSENTIAL JOB DUTIES AND FUNCTIONS

Assessment

  • Assess health needs of the assigned school and/or Complex Area school community as requested.
  • Assess health needs of students state-wide using technology (ie; HK hotline/telehealth services)
  • Assess and monitor the effects of medication with regard to the students health status and ability to benefit from the educational program.
  • Obtain health reports from medical sources and interpret these findings to school personnel.
  • Identify health barriers to student academic improvement.
  • Assess the skill level, competency, and learning needs of the SHA.

Planning

  • Organize or implement screening programs and refer students as appropriate.
  • Identify students health problems and plan to address actual and potential health problems.
  • Plan, with appropriate school personnel, modifications of the school program for students with health problems.
  • Plan health education activities based on an assessment of the health needs of the local school community/complex.
  • Implement procedures for and execute emergency nursing management for injuries/illnesses and in disaster preparedness and response and intervention.
  • Collaborate on annual SHA Back to School Back to School meeting and quarterly Complex Area SHA meeting.
  • Coordinate with parents and/or legal guardian when necessary for the development and management of the plans for the safety and continuity of care for students with chronic medical conditions.
  • May be a point of contact for the complex area wellness efforts including participation in committee activities, assisting in data collection, and supporting quality improvement efforts
  • Coordinate with DOH PHNs to assure immunization compliance of students

Intervention

  • Conduct physical examinations and health assessments as required.
  • Diagnose, treat, and manage well child conditions using evidence based practice guidelines.
  • Share and interpret information, in compliance with HIPAA and FERPA regulations, with school personnel regarding health problems of students.
  • Collaborate with school and community agencies to provide educational, social and health services to the school population.
  • Counsel students, parents, and school staff, assisting them toward assuming responsibility for their individual and family health.
  • Refer students, their families, and faculty to community resources to meet identified needs.
  • Provide clinical guidance to Complex RN and assigned school SHAs regarding health room functions.
  • Delegate nursing care tasks, functions, and activities to Unlicensed Assistive Personnel (UAP) in accordance with the regulations of the Hawaii Nurse Practice Act.
  • Provide HIPAA/FERPA compliant information to authorized parties regarding the health of individual students in order to ensure appropriate delivery of services.
  • Ensure students Hawaii Keiki consent information is stored in the electronic medical record that is retrievable by off-site Hawaii Keiki support staff.
  • Use evidence based practice to guide clinical practice.
  • Conduct home visits with school staff as indicated or requested.
  • Provide consultation on the health needs of students when requested, including students with complex health needs, to assigned school and schools in the complex area.

Evaluation

  • Assists the Complex Area RNs, Health Technicians and SHAs in evaluating students responses to intervention and revises the plan of care as needed.
  • Evaluate students responses to intervention and revise the plan of care as needed.
  • Prepare program reports as required.
  • Coordinate with designated DOE staff in the interview and selection process for the SHA as requested.
  • Provide input regarding SHA performance of clinical duties to principals for DOE performance appraisals as requested.
  • Contribute to the development of health related policies, goals, and objectives for the Complex Area.
  • Participate in program evaluation.

Interdisciplinary Collaboration

  • Collaborates with other Complex Area APRNs.
  • Provide training, support, and professional development for the complex area school SHAs, in collaboration with relevant UH, DOE and DOH partnerships.
  • May serve as liaison to programs and agencies offering field experiences for students in health sciences professions on a voluntary basis.
  • Work with school personnel in promoting a physical and psychological environment conducive to the health, safety, and well-being of students and staff.
  • Serve as the Complex Area liaison to the Department of Health (DOH).
  • Participate in multidisciplinary teams and committees.

Other

  • Complies with all legal, program, and employer requirements and policies.

MINIMUM QUALIFICATION REQUIREMENTS

Education/Training/Experience

  • A graduate degree in nursing and license as an APRN and/or APRN Rx
  • BLS/ Healthcare Provider certification.
  • One year of experience in community-based health settings, school nursing or pediatric nursing.
  • Experience with the use of electronic health records and reporting
