Note: Participation in the seasonal influenza and Coronavirus Disease 2019 (COVID-19) Vaccination programs is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). Compliance with the seasonal influenza program is a condition of employment. It is mandatory for all HCP to receive the COVID-19 vaccination and the annual seasonal influenza vaccination unless they have a valid exemption for medical or religious reasons. When an exemption has been granted, wearing a face mask is mandatory. HCP who do not adhere to these directives may face disciplinary action, including potential removal from federal service.

HCP for the influenza vaccination program includes individuals who work in VHA locations during the influenza season or who come into contact with VA patients or other HCP as part of their duties. VHA locations encompass VA hospitals, associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers, and VA-leased medical facilities. HCP comprises VA licensed and unlicensed personnel, clinical and administrative staff, remote and onsite employees, full-time and part-time workers, intermittent employees, fee basis employees, VA contractors, researchers, volunteers, and health professions trainees (HPTs) who may conduct any part of their work at these facilities. HPTs may be compensated or unpaid, including residents, interns, fellows, and students. HCP also includes VHA personnel providing home-based care to Veterans and individuals such as drivers and other personnel whose duties expose them to patients outside VA medical facilities.

HCP for the COVID-19 vaccination program includes all paid and unpaid personnel who work in or travel to VHA locations and have the potential for direct or indirect exposure to patients or infectious materials. This encompasses body substances (e.g., blood, tissue, and specific body fluids), contaminated medical supplies, devices, and equipment, contaminated environmental surfaces, or contaminated air. HCP includes emergency medical service personnel, nurses, nursing assistants, physicians, technicians, therapists, phlebotomists, pharmacists, health professions trainees (HPTs), contractor personnel, and personnel in roles not directly related to patient care but potentially exposed to infectious agents transmitted from HCP and patients. HCP comprises all VA licensed and unlicensed, clinical and administrative staff, paid and unpaid workers, full-time and part-time, intermittent and fee basis employees expected to perform any part of their duties at these locations.
