The rate of pay is salary exempt $56,216-$75,555, DOE.

Requirements

Essential Functions

Staff Management

  • Supervises, schedules, and directs the work of full-time Park Program Coordinator, Park Facility Operator and Lead Park Attendants.
  • Supervises, schedules, and directs work of part-time Park & Recreation Attendants.

Park Management

  • Oversees safety compliance in parks and park facilities by conducting park, greenway and playground safety inspections
  • Manages park maintenance items in cooperation with Public Works Department
  • Oversees the operation of the splash pad.
  • Coordinates the Plant-A-Tree program and seasonal planting for the Town parks.

Grants and Finance

  • Assists with the management of grant applications, grant projects, and grant reporting/reimbursements.
  • Assists with development of annual budget for parks and implements annual parks budgetary workplan and financial reporting.
  • Prepares bid documentation for certain purchases.
  • Assists with the development and implementation of the annual Capital Improvement Plan.
  • Assists with master planning and park facility master planning.
  • Coordinates park and athletic equipment purchase and replacement.

Park Programming

  • Manages the athletic field use program including field allocation scheduling and administration of contracts and payments.
  • Manages outside vendor rental contracts for parks, sports fields, and park pavilions.
  • Works with team to develop, organize, and schedule department sponsored outdoor sports programs.
  • Provide staff support to the Parks and Athletics Council.

Park/Public Communications

  • Assists with social media and website information regarding field use, athletic leagues, and park events.
  • Responds to citizen requests, questions, and complaints.
  • Coordinates Eagle Scout and Gold Award projects.
  • Assists with special events and programs as assigned.
  • Performs other duties and coordinates other projects as assigned.

Knowledge, Skills, and Abilities

Thorough knowledge of the principles, practices, equipment, tools and materials used in park maintenance and public recreation administration; thorough knowledge of the applicable legislation, policies and procedures dealing with athletic and parks coordination; thorough knowledge of athletic rules and leagues; thorough knowledge of human behavior of individuals in groups participating in recreational activities; thorough knowledge of hazards and necessary safety precautions involved in construction work; thorough knowledge of the equipment and techniques necessary to successfully conduct athletic and parks programs; thorough knowledge of the methods involved in organizing, conducting, promoting and supervising athletic and park activities; some knowledge of first aid methods and necessary safety precautions to be used in recreation work; thorough skill operating standard office hardware and software; thorough skill operating standard tools of the trade; ability to make arithmetic computations using whole numbers, fractions and decimals; ability to compute rates, ratios and percentages; ability to direct and supervise the work of athletic and parks staff; ability to evaluate and inspect playground equipment; ability to establish and maintain effective working relationships with citizens, customers, elected officials, vendors, town staff, and the general public.

Education and Experience

Bachelor's degree with coursework in park or recreation administration, sports management, or related field and moderate experience working in park or recreation administration, or equivalent combination of education and experience.

Physical Requirements

This work requires the frequent exertion of up to 50 pounds of force and occasional exertion of up to 100 pounds of force; work regularly requires standing, walking, sitting, speaking or hearing, using hands to finger, handle or feel and reaching with hands and arms and frequently climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling, lifting and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to outdoor weather conditions and occasionally requires working near moving mechanical parts, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic).

Special Requirements

Ability to work nights and weekends for programs, events, and athletics as scheduled.

CPR/First Aid/AED certification within one year.

Certified Parks and Recreation Professional within four (4) years of hire and renew as required.

Certified National Playground Safety Inspector within two (2) years of hire and renew as required.

Valid driver's license in the State of Tennessee.
