Organization Overview
Founded in 2004, Brilliant Corners provides innovative housing and housing-related services to those transitioning from or at risk of homelessness or institutionalization. We develop, own, and manage multi-family supportive housing and licensed residential care homes. Additionally, we implement a broad array of scattered-site, one-on-one supportive housing, and clinical case management programs through partnerships with developmental services, homeless services, veteran services, and health care sectors.

Department Summary


The Los Angeles Supportive Housing LASH/NSP program manages Brilliant Corners owned or sponsored homes and apartments. We take a Housing First approach to homelessness by providing functional and affordable housing to facilitate healing and self-improvement. We endeavor to meet residents where they are at and walk the delicate line between the rights of individuals versus the rights of others, by providing affordable housing along with services to permanently break the cycle of homelessness. Our residents come to us often with substance abuse, mental illness, complex co-occurring disorders or have experienced years and sometimes decades of homelessness. Our homes meet the unique needs of formerly homeless men, women, and families. Our model is designed for program management staff to collaborate with supportive services staff to reach the common goal of resident housing stability. In addition, we work closely with the Brilliant Corners Property Related Tenant Services team, and other community service agencies to provide as much support as possible to ensure residents maintain permanent housing. The portfolio currently includes 16 properties under WBHC Los Angeles Supportive Housing (LASH) and Ramsgate Supportive Housing (RSH) with other multi-family affordable building projects in the works.

Position Summary

The Program Coordinator works closely with the Sr. Program Manager and Program Manager to see through administrative task, and day-to-day implementation of property management policies and procedures to ensure well-managed homes in our Southern California portfolios of scattered-site properties. Services include customer service and administration coordination to ensure that tenants receive the support and program operates as designed. Administrative related services include program reports, resident evaluation, move in/out assistance, tenant correspondence etc. Program Coordinators have a tenant-centered approach and provide excellent customer service that is sensitive to the challenges of our homeless reentry populations. This portfolio provides supportive housing to individuals identified by the Department of Health Services. The Program Coordinator ensures compliance with all applicable regulatory agencies and federal, state, and local laws; maintains acceptable and supportive environment for all residents; manages administrative task and supports the property management team. The perfect candidate is one who reflects the agencys culture; including integrity, customer service orientated, +cultural sensitivity, flexibility, and a willingness to change.

Requirements

Primary duties include:

  • Provide general administrative support to the program management team.
  • Prepare program reports as requested and on a daily, weekly, or monthly basis. (Vacancy reports, HACLA inspections, work orders, delinquency reports, etc.)
  • Input work order request received from tenants, partners, and/or program managers.
  • Create, mail, and file correspondence to tenants, contractors, and other third parties for Program Managers.
  • Organize and file outside mail correspondence.
  • Work with Housing Works to schedule unit showings, ensure that vacant space is in showable condition and respond to any operational questions from the case manager.
  • Maintain certificate of insurance records for tenants, vendors, and contractors. Assure compliance and escalate any issues to Program Managers.
  • Coordinate tenant events and community engagement (i.e town hall meetings)
  • Maintain processes and procedures to ensure that tenant files are complete, organized, and up to date.
  • Organize and maintain interdepartmental workflow and communication.
  • Manages the work order system, including reviewing completed and outstanding work orders. Ensures the work orders are completed in a timely manner, consistent with Brilliant Corners policies and procedures.
  • Attend monthly supportive services and tenant talk meetings (Housing Works, The People Concern)

Physical Condition and Maintenance of Properties

  • Provide input, evaluation, and updates regarding LASH & RSH programs as requested. (i.e., property concerns, tenant issues, etc.)
  • Ensures the security of the properties and utilizes all methods available to report crime in and around the premises.
  • During property visits, report all safety, tenant, and or vendor concerns to Sr. Program Manager and or Program Manager.
  • Ensures to update and complete safety related inspections and reports.

Resident Services

  • Engage with tenants regarding work orders, tenant issues, and ensure all tenants are complying with lease.
  • Communicate with other agencies, coalitions, and local community partners.
  • Maintains professional relationships with all prospective and current residents and interacts professionally and respectfully with all partnering agencies.
  • Answer questions presented by Residents and Participants.
  • Create incident reports, warnings notices, and lease violations.
  • Set regularly scheduled hours of availability to tenants, vendors, staff, and outside service agencies.
  • Maintain contact with residents to ensure activities occur within time limits and in accordance with program and funding source requirements.
  • Notify tenants about upcoming scheduled inspections/re-inspections for HACLA and Brilliant Corners

Financial Reporting

  • Process weekly invoices and bill payments.
  • Submit recon reports by designated due date.
  • Review delinquency reports and draft 10-Day and Balance due notices.
  • On a monthly basis, reviews rent roll and other financial reports for accuracy.
  • Maintains compliance within the budget during the fiscal year to ensure fiscal integrity.

Compliance

  • Assist with move-in process by collecting all necessary paperwork and verify applicant income and documents meet program requirements.
  • Complete move out packets
  • Adheres to all accounting and reporting procedures required by Brilliant Corners.
  • Able to represent the agency and communicate accordingly at identified community, government, and/or business meetings.
  • Maintain confidentiality of clients files per agency policies and HIPAA and follow all Policies and Procedures as outlined by HUD, DHS, LACD, LAHSA contracts or any other contracts.
  • Complete and submit to the Sr Program Manager within 24 hours any incident that occurs on the property out of the ordinary or which could become an insurance claim or lawsuit.

Qualifications

Education and/or Professional Experience

  • Minimum of 2 years of administrative experience
  • High school degree required; Associates preferred
  • Experience in affordable and/or supportive housing, strongly preferred
  • Experience working with vulnerable populations; knowledge of techniques working with individuals with multiple severe and chronic disabilities, mental illness, and diverse social and economic backgrounds

Knowledge, Skills, and Ability

  • Excellent critical thinking and problem-solving skills
  • Fluency with standard office technology, including databases and e-filing systems, and the capacity to quickly master new technology
  • Ability to organize and coordinate work efficiently and set priorities.
  • Ability to work independently and as part of a team.
  • Spanish Speaking (a plus)
  • Capacity to handle multiple projects and complex tasks in a fast-paced setting
  • Strong time management skills and attention to critical deadlines
  • Ability to listen, think clearly and to communicate effectively and courteously in challenging and sometimes stressful situations.
  • Have reliable transportation
  • Ability to adjust priorities under deadline pressure
