Overview

The Vermont State Archives and Records Administration (VSARA), a division of the Office of Secretary of State, seeks an innovative problem-solver and service-oriented information professional to provide strategic direction and dynamic leadership on modernization projects and initiatives related to land records and notarial acts, such as electronic recording and electronic notarization, and to support Vermont state and local government officials, including notaries public, in implementing standards, best practices and new technologies as appropriate.



The ideal candidate is an experienced electronic records specialist and effective change agent who is known for working collaboratively to understand the respective requirements and needs of government and business sectors. The ability to travel within the State and manage a flexible schedule are needed for this position, which also provides support to the Office of Professional Regulation on related rules and continuing education requirements for notaries public.


Knowledge, Skills and Capabilities
  • Expertise in developing and implementing enterprise-wise policies, standards, guidelines, and procedures related to land records, digital recordkeeping, electronic filing or recording requirements, and/or notarial acts to ensure compliance with Federal and state laws, regulations and rules.
  • Demonstrated and direct experience in planning, implementing, and managing transitions from paper-based to digital workflows and business processes; and in administering electronic filing, electronic recording, or similar digital recordkeeping systems.
  • Considerable knowledge of project management principles, practices, and activities, including budgeting, planning, and contracting and managing projects with phased implementations, multiple stakeholders, vendors, and consultants.
  • High-level knowledge of information technology for electronic records management and digital preservation, including for certifying and authenticating electronic records over time.
  • Ability to establish and maintain effective working relationships among a variety of professional disciplines, governmental bodies, and the public.
  • Exceptional verbal and written communication skills as well as negotiation and conflict management abilities.
  • Willingness to be a hands-on practitioner as well as a strategic leader.

Environmental Factors

Work is performed in a standard office setting, but some travel may be required for which private means of transportation should be available. Work outside of regular business hours may be expected. There is pressure from the need to meet deadlines and dealing with people who have strong opinions or may be upset.

Minimum Qualifications

Master's degree or higher in archives, library, or information science or in the broader information management field AND two (2) years or more of professional RIM work at the RIM Specialist III level or equivalent.
OR
Professional designation of (or eligibility for) Certified Records Manager (CRM) or Certified Records Analyst (CRA) by the Institute of Certified Records Managers (ICRM) AND two (2) years or more of professional RIM work at the RIM Specialist III level or equivalent.
