About The Position

Clark County Department of Juvenile Justice Services (CCJJ) is the largest juvenile justice agency in the state of Nevada and invites applications for the position of Director Juvenile Justice Services. This distinguished role entails reporting directly to a Deputy County Manager and collaborating closely with Clark County's leadership, as well as various regional partners and stakeholders. The Director Juvenile Justice Services assumes responsibility for overseeing a comprehensive portfolio encompassing pivotal services crucial to Clark County. In this capacity, the incumbent will plan, organize, and administer a robust program of direct, referral, and advocacy services. The Department of Juvenile Justice Services oversees multiple innovative diversion programs in addition to traditional juvenile justice programming such as probation and detention. The main two programs are the Harbor and Truancy Prevention Outreach Program and Truancy Prevention Outreach Program.

The Clark County Juvenile Justice operates in an environment where juvenile justice is influenced by a large growing population base, tourism, and other economic and social influences that may increase demand for current or future programs within the Departments oversight.

CCJJ has a current general fund annual budget of $77 million, which includes a multiple year special revenue funding, and multiple year grant funding. CCJJ services are supported by approximately 415 staff in the Department working within one of seven (7) divisions under the direction of three (3) Deputy Directors.

CLASS CHARACTERISTICS:

This class manages all activities related to the broad function of Juvenile Justice Services, including shelter and detention, juvenile probation and specified therapeutic services. The incumbent is accountable for accomplishing department goals and objectives and for furthering County goals and objectives within general policy guidelines.

The salary range for the Director of Juvenile Justice Services is from $142,355 to $220,646 annually ( there is no state income tax in Nevada ). Placement within the salary range is determined by candidates qualifications and experience as deemed appropriate by County Management. Minimum Requirements

  • Candidates with P.O.S.T: ** Bachelor's Degree with major course work in criminal justice, social work, business, or public administration, or a field related to the work AND four (4) years of full-time senior level management experience over one or more elements of a comprehensive youth justice system. Additionally, reciprocity states for Nevada Peace Officer certification may be taken under consideration.
  • Candidates without P.O.S.T: ** Bachelor's Degree with major course work in criminal justice, social work, business, or public administration, or a field related to the work AND six (6) years of full-time Administrative Supervisory Level experience (overseeing administrative functions within law enforcement, managing personnel, and ensuring compliance with P.O.S.T) over one or more elements of a comprehensive youth justice system, such as detention, probation, protective services, and child welfare or the direct delivery of social and therapeutic services, with a minimum of four (4) years of senior management level experience over a of Juvenile Justice Services department.

EXAMPLES OF DUTIES

  • Develops and directs the implementation of goals, objectives, policies, procedures, and work standards for the department.
  • Directs the preparation and administration of the department's budget.
  • Plans, organizes, administers, reviews, and evaluates the activities of professional, technical and office support staff through subordinate managers and supervisors.
  • Contributes to the overall quality of the department's service provision by developing and coordinating work teams and by reviewing, recommending, and implementing improved policies and procedures.
  • Confers and maintains liaison with County management in other departments, representatives of law enforcement, the courts and social, medical and community service provision agencies, the educational system, and other public and private organizations.
  • Administers juvenile detention, probation, and related programs; provides for program development and implementation, appropriate staffing, and levels of financial support for recommended programs.
  • Ensures the effective and efficient delivery of services to juvenile clients and their families.
  • Selects assigned staff and provides for their training and professional development; interprets County policies and procedures to employees; ensures effective morale, productivity, and discipline of department staff.
  • Directs the conduct of analytical studies.
  • Develops and reviews reports of findings, alternatives, and recommendations.
  • Represents the County in meetings with representatives of governmental agencies, professional and business organizations, employee organizations, and the public.
  • Makes presentations before various advisory committees, legislative, and community groups, as well as the BCC and others.
  • Monitors developments and legislation related to personnel matters, evaluates their impact upon County operations and recommends and implements policy and procedural improvements.
  • Uses standard office equipment, including a computer, in the course of the work; may drive a personal or County motor vehicle or arranges for appropriate transportation to various work sites.

PHYSICAL DEMANDS

Mobility to work in a typical office setting, use standard office equipment, and be capable of traveling by air and ground transportation to visit work sites and attend meetings; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone.
