What Youll Do:

Ohio Department of Public Safety Emergency Management Agency

Report In Location: 2855 W. Dublin Granville Road, Columbus, Ohio 43235

Work Hours: 7:30 a.m. 4:30 p.m.

(CURRENTLY HYBRID ELIGIBLE) Will report into the office 3 days a week and telework 2 day a week. Subject to change.

Under the direction of the Chief, Disaster Recovery Branch, coordinates & monitors the Agency's participation in federal & state disaster assistance recovery programs through the administration of the State of Ohio Individual Assistance (State IA) Grant Program, the FEMA Individuals & Households, Other Needs Assistance (ONA) Grant Program & the Public Assistance (PA) Program; Conducts preliminary damage assessments in the private & public sector & assembles data necessary for the State to request financial disaster assistance from the federal & state government following disasters in Ohio; May travel to disaster sites as directed by supervisor; Works with state & federal agencies to ensure all appropriate assistance programs are made available to disaster survivors & local governments; Processes applications for state & federal disaster assistance grants.

Assists with the development of policies & procedures necessary to implement, administer & monitor the delivery of disaster assistance programs; For the State IA Program, travels to disaster site & actively participates in the application process; Completes applications; Conducts inspections of damage properties & determine eligibility for disaster assistance; Conducts audits to ensure program compliance; Following disasters, coordinates disaster recovery activities with volunteer organizations & agencies that make up local Long Term Recovery Committees; Provides training to staff administering the State IA Program or conducting IA damage assessment; Handles sensitive inquires; Resolves inquiries from citizens & government officials; Prepares reports.

Implements necessary procedures for expediting receipt of federal & state funds by disaster survivors & local governments; Coordinates with FEMA to ensure the administration of the ONA & PA Grant Programs comply with federal program eligibility guidance, grants administration & various audit requirements; Works with federal & state agencies to ensure the availability of various assistance programs (e.g., DUA, Crisis Counseling, PA, etc.).

Assists with the development & maintenance of comprehensive short-term & long-term disaster recovery plans; Assists with developing long-term Branch goals, objectives & outcomes; Provides training to state, county & local officials & representative from various agencies, departments & volunteer organizations; Maintains general familiarity with other disaster recovery programs.

Qualifications


2 yrs. trg. or 2 yrs. exp. in emergency management, public or business administration; 2 yr. trg. or 2 yr. exp. in disaster services & emergency operations; must be able to provide own transportation.

  • Or completion of undergraduate major core program in emergency management, public or business administration; 2 yrs. trg. or 2 yrs. exp. in disaster services & emergency operations; must be able to provide own transportation.
  • Or 2 yrs. exp. as Disaster Services Consultant 1, 64911; must be able to provide own transportation.
  • Or equivalent of Minimum Class Qualifications For Employment noted above.

TRAINING AND DEVELOPMENT REQUIRED TO REMAIN IN THE CLASSIFICATION AFTER EMPLOYMENT

Completion of FEMA Professional Development Series, Damage Assessment Course, Disaster Recovery Course, EOC Course, Hazard Material Awareness Course & Incident Command System Course.

UNUSUAL WORKING CONDITIONS

Requires travel; must provide own transportation; exposed to disaster sites, must be available for weekend & after normal hour duty, work will require absence from home for extended period of time during disaster & emergency, must be able to respond to disasters, 24 hours a day, 7 days a week except on approved vacation times; Exposed to dirt & debris; exposed to impacted areas (i.e., flood, hazardous material spills, blizzard, riot, tornado devastation) which may also be bio-hazard areas (e.g., tetanus, hepatitis).
