Duties

The Program Specialist (Youth in Development Specialist) performs the following major duties:

  • The YD Specialist provides subject matter expertise in the programmatic topics associated with the Peace Corps' YD sector
  • Provides on-demand personalized technical assistance to post staff who are responsible for designing, implementing, and reviewing the multi-year YD projects
  • Assists post staff in determining YD-related country development priorities based on in-country circumstances and Peace Corps' YD sector programming guidance.
  • Guides post staff through periodic, comprehensive, and participatory YD project design, review, and evaluation processes.
  • Determines the direction and scope of standardized agency approaches to YD project design, implementation, and evaluation.
  • Authors sector-specific guidance and reference documents for post staff to use in designing, implementing, and reviewing their YD projects.
  • Facilitates a virtual global community of practice for post staff responsible for designing, implementing, and reviewing YD projects.
  • Utilizes experiential and adult learning theories to design YD knowledge resources in a variety of formats, including eLearning modules; idea books; session plans; slide decks; training manuals; and workbooks.
  • Creates, curates, revises, and organizes a collection of resources (including project monitoring and evaluation tools) that Peace Corps Volunteers and their community counterparts can use to plan and implement community-level YD projects.
  • Internally and externally promotes an understanding of Peace Corps' YD sector and the work and impact of YD Volunteers in the field.
  • Compiles, analyzes, and synthesizes agency data related to YD projects, and provides resulting feedback and consultations to internal stakeholders.

Peace Corps Information
  • This is a Federal civilian job in the Excepted Service. Peace Corps employees are paid on the Foreign Personnel (FP) pay scale.
  • Initial appointment of employment cannot exceed five years.

This vacancy is being announced at one grade level:

FP-03 (Equivalent to the GS-13)To be minimally qualified for this position at the FP-03 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, FP-04 or GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as: The incumbent for this position serves with specialists in technical disciplines across the areas in which Volunteer work. The Youth in Development (YD) specialist will have expertise in relevant areas such as positive youth development, nonformal education (i.e. camps, clubs, sport-based instruction), volunteerism, working with people with disabilities, gender equity, life skills, and livelihoods development, in order to enable him/her to provide broad-based technical support to those responsible for youth in development projects in the field. Program Specialists provide a global perspective, share prevailing methodologies and best practices, write, or curate related resources, and serve as a facilitator of communities of practice for the YD sector. Knowledge of technical advisory and assistance; programming, training, and evaluation; staff capacity development; resource development, curation, and management; and representation and reporting.

Time-in-Grade Requirements:

You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. Please note: Peace Corps employees are employed using the Foreign Personnel (FP) pay scale. The FP pay plan does not follow the same structure as the GS pay plan. In the FP pay plan, as the grade-level numbers decrease the level/pay for the position increases (e.g., the FP-09 is the lowest entry-level pay and the FP-01 is the highest senior-level pay).

Intelligence Background Information

Peace Corps Manual Section 611 is applicable to this position. This section prohibits the employment of certain persons previously engaged in intelligence activities or connected with intelligence agencies within the past 10 years. If you have ever worked for the Central Intelligence Agency (CIA), you are not eligible for employment at the Peace Corps in any capacity, and you should not apply for employment.

Acceptance of employment with Peace Corps precludes employment by certain intelligence organizations for a specific period of time, determined by the employing agency, after Peace Corps employment ceases.
