This position is located at Central Office in St. Paul. This position will have the flexibility to telecommute, work a hybrid schedule, or work in the office. The incumbent will be required to complete a telework agreement. The incumbent may be expected to work in the office on occasion.
This Capital Highway Analysis & Reporting Lead position evaluates, develops, administers, and implements innovative financing programs and projects for the department. The position performs complex financial planning, tracking, and analysis for department managers and supervisors and for the legislature. Providing professional financial and programming consultation, education, and assistance to agency managers and supervisor. Responsibilities include initiating reports and analysis to support new federal authorization acts (e.g. IIJA) requirements, leading the completion of State Road Construction reports, overseeing federal advance construction (AC), and coordinating the Transportation Revolving Loan Fund (TRLF).

MINIMUM QUALIFICATIONS:
Two years of advanced professional financial management experience that demonstrates:
- Knowledge and experience with budget policies and practices to prepare and review budgets, fiscal documents, and other accounting functions.
- Experience utilizing the Statewide Integrated Financial Tools (SWIFT) or a comparable financial record system to perform fiscal activities.
- Experience assessing program financial risk and recommending improvements.
A masters or bachelor's degree in accounting, business, or finance may substitute for six months of advanced professional financial management experience.
