Duties

Provides for the budgeting and financial management for the organization. This includes budget report formulation, justification, and execution; financial management; and financial reporting. Provides advice to management and program personnel on budgetary and finance issues. Manages budget formulation and execution for a changing budget of administrative expenses involving different funding sources.
Participates with managers in reviewing office needs, plans, and goals to develop budget data and justification for review and approval. Takes lead in the review of fund requests for adequacy, completeness, and conformance with procedural and technical requirements. Participates in organization's planning process; reviews and analyzes budgetary and fiscal data.

The incumbent is the primary administrator of the police services annual physical requirements for the department which includes coordinating with multiple service chiefs to provide the needed services under rigid time constraints, monitoring of participation and gathering all VA Form 0867F for the Chief to sign and then file.
Assures all personnel have been instructed to follow operational, safety, personnel, and conduct requirements.

The incumbent will provide advice to management to resolve situations that affect the service program standards to ensure compliance, collaborates and coordinates with the Chief of Police or designee on corrections and internal process improvement measures. The incumbent will review the implementation and efficiency of quality and inspection systems by inspecting materials to ensure it meets or exceeds current Office of Security and Law Enforcement (OS&LE) standards. The incumbent will document internal audits and other quality assurance activities.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/29/2023.

GS-7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: knowledge of a full range of functional areas such as human resources, purchasing, supply and property management, records management, financial management and budget, and related administrative areas in order to ensure compliance with established policies, practices, procedures and controls, and to prepare recurring administrative status reports; ability to identify problem and potential problem areas based on daily observance or studies; analyze and measure the effectiveness, efficiency, and productivity of administrative programs; and develop written and oral recommendations for improvement; knowledge and skill in applying analytical and evaluative methods and techniques to issues or functions related to hospital/healthcare administration; knowledge of PC computer equipment, printers, and software to provide staff support and to accomplish specific programs and projects; proficient in Microsoft Word, Excel, Power-point, and Outlook; and, ability to transmit, receive and acknowledge electronic mail.

There is no educational substitution for the GS-7 grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is mostly sedentary; however, walking, stair climbing, bending, stooping, and carrying light weight documents, folders and manuals weighing less than 15 pounds are required. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. The incumbent must possess manual dexterity to enter computer information.
