Supplemental Information

This vacancy with the State Fire Marshal's Office may serve the divisions of Employee Development, Emergency Services and the Fire and Emergency Training Academy. This position may also serve the divisions of field enforcement or special services and support as requested by administration. The work domicile of this vacancy is unknown at this time; however, the duties of this position will be performed statewide. This vacancy is being announced as a classified position and may be filled by promotion of a current, classified permanent status Office of State Fire Marshal employee or by a current, unclassified Office of State Fire Marshal employee.

No Civil Service test score is required in order to be considered for this vacancy.

Qualifications

MINIMUM QUALIFICATIONS:

Six years of experience in law enforcement, criminal justice, arson/criminal/fire investigations, inspections, fire service, fire science, fire protection, fire prevention, fire prevention education, codes enforcement, building construction, construction technology, construction management, architecture, occupational safety, engineering, or engineering technology plus possession of one of the following certifications or commissions:

A) Fire Inspector- LSU Office of Academic Affairs Firefighter & Emergency Responder certification or equivalent recognized by the International Fire Service Accreditation Congress

B) Fire Investigator-National Fire Academy or equivalent recognized by the International Fire Service Accreditation Congress

C) NAARSO (National Association of Amusement Ride Safety Official)

D) National Board of Boiler and Pressure Vessel Inspectors

E) Life Safety Code Specialist certification from the Centers for Medicare and Medicaid Services (CMS)

F) NICET 1 (National Institute for Certification in Engineering Technologies) in fire alarm or fire sprinkler or special hazards

G) Firefighter 1-Louisiana Fire and Emergency Training Institute or equivalent recognized by the International Fire Service Accreditation Congress

H) P. O. S. T. (Peace Officer Standards Training) as a peace officer

I) Certified Building Official-International Code Council or any current building inspector certification accepted by the State Fire Marshal's Office

J) Team Leader-National Board of Boiler and Pressure Vessel Inspectors or the American Society of Mechanical Engineers.

SUBSTITUTIONS:

A) A baccalaureate degree in law enforcement, criminal justice, fire science, construction, construction technology, construction management, occupational safety, architecture, engineering, or engineering technology will substitute for four years of the required experience.

B) A baccalaureate degree in other fields will substitute for three years of the required experience.

C) An associate degree in law enforcement, criminal justice, fire science, construction, construction technology, architecture, engineering, or engineering technology will substitute for two years of the required experience.

D) Other associate degrees will substitute for one year of the required experience.

E) A baccalaureate degree plus four years of professional level experience in executive administration or as a practicing attorney will substitute for the required experience in law enforcement, criminal justice, arson/criminal/fire investigations, inspections, fire service, fire science, fire protection, fire prevention, fire prevention education, codes enforcement, building construction, construction technology, construction management, architecture, occupational safety, engineering, or engineering technology and the possession of certification or commission.

NOTE:

Any college hours or degree must be from an accredited college or university.

Job Concepts

FUNCTION OF WORK:

To manage activities related to a State Fire Marshal program area or a region.

LEVEL OF WORK:

Manager.

SUPERVISION RECEIVED:

Usually direct from a State Fire Marshal Deputy Chief.

SUPERVISION EXERCISED:

Usually direct over State Fire Marshal Captains.

LOCATION OF WORK:

Department of Public Safety, Office of State Fire Marshal.

JOB DISTINCTIONS:
Differs from State Fire Marshal Captain by the presence of managerial responsibilities.

Differs from State Fire Marshal Deputy Chief by the absence of administrative responsibilities for a division.

Analyzes assigned program objectives, determines required work operations, estimates financial staff resources, allocates available funds, assigns staff to work operations, and periodically reports on achievements and current status of objectives.

Determines and develops plans for organizational changes which have considerable impact.

May delegate authority to subordinates and hold them accountable for the accomplishment of organizational goals.

Prepares and monitors budget for assigned units.

Attends and testifies at Civil Service hearings as required.

Prepares legislation pertaining to an assigned program area.

Performs quality control functions for assigned units.

Prepares various reports as required.

May represent the agency and serve as a member of various boards as necessary.

Directs operations of Office of State Fire Marshal emergency response services as necessary.

Identifies and coordinates fire service resources and manpower responding to emergencies in support of the state disaster plan.

Evaluates and inspects emergency shelters for occupancy.

Trains and responds to man-made or natural disasters or emergencies including, but not limited to: fire, weather, search and rescue, medical, and hazardous material events.

Performs and assists with on-scene emergency operations including, but not limited to, coordinating resources and/or manpower.
