THE POSITION


Washington County Developmental Disabilities Division within the Department of Health and Human Services is hiring for two (2) Program Specialist positions, one bilingual in Spanish/English and one non-bilingual! If you have experience and a passion to assist individuals and their families with developmental/intellectual disabilities, join our dynamic team!
About the positions:
In these positions, you will work with the Administrative team, Service Coordinators, and the individuals we serve for the Developmental Disabilities program to ensure compliance with program policies and procedures, act as a subject matter expert, and provide functional and technical support to their peers on the Administrative team. You will liaison between the Developmental Disabilities program, local and state agencies, service providers, Personal Support Workers, and the public. As the primary contact for Personal Support Workers and Common Law Employers, you will provide general information, training, and resolution of payment issues. You will also use and be a subject matter expert on the division's Electronic Medical Record, eXPRS, and the State web-based payment system, on a daily basis for data entry, analysis and troubleshooting.

Alternative work schedules will be considered, and you will be eligible for a hybrid work schedule including remote work 2-3 days per week.

One of the positions is bilingual designated, requiring bilingual skills in Spanish and English.

These positions will be hired for either Service Center East (Beaverton) or the Elam Young Parkway (Hillsboro) location depending on the business needs.

They will also have strong technical computer skills and the ability to prioritize, multi-task, and work in fast-faced environment with multiple tight deadlines. They will have the ability to train others, be a subject matter expert, and help identify and resolve inefficiencies and/or areas of improvement within the program. It is essential to have the ability to work collaboratively within a team and provide exceptional customer service to diverse audiences, specifically racially, ethnically, and socioeconomically diverse communities. Additionally, having the ability to learn and comprehend web-based systems and databases, as well as the Microsoft Suite programs, is highly preferred.

ESSENTIAL JOB DUTIES

The primary responsibilities for this position include, but are not limited to:

  • Be a primary contact for Personal Support Workers and Common Law Employers. Provide technical support to Personal Support Workers, Common Law Employers, Services Coordinators, and peers on the administrative staff team regarding the technical aspects of authorization and payment of services.
  • Process Personal Support Worker time sheets via the State payment system, eXPRS and assist Personal Support Workers with needed corrections and resubmissions.
  • As a subject matter expert, provide advanced level of support and training of the State payment and reporting system, eXPRS.
  • On a monthly basis, process and submit payment for medical supplies on behalf of Service Coordinators using online banking system and eXPRS.
  • Coordinate, assist, and ensure compliance with the program's policy and procedures.
  • Assist and provide consultation, technical assistance, and/or training to County staff.
  • Interpret, implement, and participate in the evaluation and development of internal policies and procedures related to the Developmental Disabilities program.
  • Provide a high level of customer service to diverse audiences, specifically racially, ethnically, and socioeconomically diverse communities through a variety of different mediums; including but not limited to: telephone, email, mail, face to face, virtual setting, or in a collaborative office environment.
  • Act as a liaison between the program, other county departments, local agencies, state agencies, service providers, and the public.
  • Provide program information to the public or other employees by phone, email, or in person; listen to questions and either explain procedures according to program guidelines or refer individual to another appropriate source. Investigate complaints and recommend corrective action as necessary to resolve the issue. Develop training materials and/or informative handouts.
  • Respond to requests and provide information to the public or other employees by phone or in person to ensure compliance and understanding of the Developmental Disabilities program rules, regulations, or functions; listen to questions and either explain procedures according to program guidelines or refer individual to another appropriate source.
  • Copy, compare, and compile data to produce reports for supervisors and services coordinators by checking data, making necessary corrections, and producing data in final form.
  • Compose, prepare, and verify the accuracy of a variety of materials which may include correspondence, meeting minutes, reports, contracts, forms, and other documents according to established procedures and statutes.
  • Provide administrative support to Developmental Disabilities Division units as needed.
  • Provide essential telephone and customer service coverage for the Developmental Disabilities Division and the community we support, as needed.

MINIMUM QUALIFICATIONS

Education and Experience:
Candidates must meet one of the following qualifications to be considered.


  • An Associate Degree in a social service, business administration, or related field; AND One (1) year of work experience in program administration, development, evaluation, or coordination, and /or contract administration; OR
  • Three (3) years of work experience in program administration, development, evaluation, and/or contract administration.
Additional Licenses, Certificates, Physical Abilities and Specialty Requirements:
  • This position requires the completion of a criminal history check in accordance with Oregon Administrative Rules.
