The Broward County Board of County Commissioners, Transportation Department is seeking qualified candidates for Planner (Data Analyst) in its Service & Strategic Planning Division.

General Description

Performs professional data planning work in the conduct of data collection, maintenance, analysis, and performance monitoring/reporting.

Works under general supervision, independently developing methodologies and mathematically valid reports.

Minimum Education and Experience Requirements

Requires a Bachelor's degree from an accredited college or university with major coursework in Urban Planning, Statistics, Mathematics, Computer Science, or closely related field.

Special Certifications and Licenses Required

Must possess and maintain a valid Florida Driver's License for duration of appointment

Preferences
  • 1 or more years experience in (Public) Transit Operations
  • Knowledge of best practices in the collection, maintenance, and analysis of data
  • 1 or more years experience with Geographic Information System (GIS), Business Intelligence Applications (Power BI, Tableau, or similar), or National Transit Database (NTD)
  • 1 or more years experience with Database Management/Database Software (SQL, Python, or similar)
  • Advanced Microsoft Excel Experience
  • Microsoft Excel Certification
  • American Institute of Certified Planners (AICP) Certification
  • Project Management Professional (PMP) Certification
  • Geographic Information Systems (GIS) Certification
  • Database Management Software Certification
  • Master's Degree or higher in a field of study closely related to area of assignment
DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Reviews data collection and raw data to identify validity issues and makes adjustments as necessary to ensure the integrity of the data.

Coordinates with other departments to collect and review data for monthly, quarterly, and annual reporting.

Prepares innovative reports, dashboards, and other visualizations regarding ridership, productivity, passengers per hour, and other Key Performance Indicators (KPIs) for executive management, and others as requested.

Analyzes route and service performance metrices, such as ridership, on-time performance, costs per service hour/mile, to determine areas of improvement in efficiency and productivity.

Collects data and supporting documentation to complete the monthly and annual National Transit Database (NTD) report.

Automates reporting process and recommends new reporting formats for procedural improvements.

Participates in the revision and updating of Standard Operating Procedures (SDOPs) for the Division's data collection, analysis, and reporting.

Researches and analyzes historical data to forecast ridership and other performance metrics for the Division.

Develops and maintains data visualization tools.

Reviews sources of information, current literature and recent developments regarding best data practices and new technologies and provides recommendations to project leaders.

Researches and stays abreast of current transit industry trends and developments.

Works with internal and external staff on software and data issues.

Maintains/Establishes working relationships with peer agencies and coordinates exchange of information when inquiries are made.

Performs related work as assigned.

Physical Demands

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

Performs light work that involves walking or standing most of the time and involves exerting up to 20 pounds of force on a regular and recurring basis, or skill, adeptness and speed in the use of fingers, hands or limbs on repetitive operation of electronic office equipment within moderate tolerances or limits of accuracy.
