PROVISIONAL QUALIFICATIONS:
Based on the results of the canvass of the current eligible list for the Community Services Program Analyst 1, the Department of State may elect to make a provisional appointment to this position rather than a permanent appointment. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Community Services Program Analyst 1 exam and be reachable for appointment from the newly established eligible list.
The minimum qualifications for Provisional appointment are:
1. a masters or higher degree in business; business or public administration; education; human services; nutrition; psychology; public or non-profit management; social work; or sociology AND one year of full-time qualifying experience.
OR 2. a bachelor's degree in business; business or public administration; education; human services; nutrition; psychology; public or non-profit management; social work; or sociology AND two years of full-time qualifying experience.
OR 3. an associate degree in business; business or public administration; education; human services; nutrition; psychology; public or non-profit management; social work; or sociology AND four years of full-time qualifying experience.
OR 4. six years of full-time qualifying experience. **
**Qualifying Experience: Experience in two or more of the following activities: administering, monitoring, or evaluating*** human services programs for economically or socially disadvantaged individuals and families in such areas as health, nutrition, housing, economic development, or education.
***Experience in administering, monitoring, or evaluating human services programs is defined as having responsibility for directing, organizing, AND controlling the program and/or supervising the professional staff who directly implement the program.
**NON-QUALIFYING EXPERIENCE: Experience providing direct care to individuals, case work, child protective services or support, determining eligibility benefits for public assistance, social work, counseling, community service worker/liaison, fraud investigator, family support advocate, nurse, teacher, youth aide, psychologist, and welfare or Medicaid examiner/coordinator are NOT considered qualifying experience.
55 B/C QUALIFICATIONS:
Individuals certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. To be considered, you must provide a copy of your letter of eligibility with your response.
You must meet the open competitive qualifications from the most recent examination announcement. The open competitive minimum qualifications are:

Preferred Qualifications
Community Services Program Analyst must demonstrate adequate proficiency for the task, including:
- Knowledge of not-for-profit organizations, programs, activities, functions, service area, grantee organizational structure, and board composition
- Knowledge of applicable statutes, rules, regulations, policies, and procedures governing the programs and the organizations
- Knowledge of the current CSBG National & State Goals and Outcome Measures and the CSBG National Performance Indicators and the ability to provide technical assistance to grantees on their application.
- Ability to communicate clearly and effectively both orally and in writing.
- Ability to exercise professional care in conducting of assigned tasks.
- Ability to base findings on objective evaluations of pertinent information.
- Ability to serve grantees in the most effective way, with the least burden and with respect.
- Ability to recognize, honor and respect human diversity.
- Ability to uphold confidentiality.
- Ability to work as part of a team.
