PROVISIONAL QUALIFICATIONS:
Based on the results of the canvass of the current eligible list for the Community Services Program Analyst 1, the Department of State may elect to make a provisional appointment to this position rather than a permanent appointment. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Community Services Program Analyst 1 exam and be reachable for appointment from the newly established eligible list.

The minimum qualifications for Provisional appointment are:

1. a masters or higher degree in business; business or public administration; education; human services; nutrition; psychology; public or non-profit management; social work; or sociology AND one year of full-time qualifying experience.
OR 2. a bachelor's degree in business; business or public administration; education; human services; nutrition; psychology; public or non-profit management; social work; or sociology AND two years of full-time qualifying experience.
OR 3. an associate degree in business; business or public administration; education; human services; nutrition; psychology; public or non-profit management; social work; or sociology AND four years of full-time qualifying experience.
OR 4. six years of full-time qualifying experience. **

**Qualifying Experience: Experience in two or more of the following activities: administering, monitoring, or evaluating*** human services programs for economically or socially disadvantaged individuals and families in such areas as health, nutrition, housing, economic development, or education.
***Experience in administering, monitoring, or evaluating human services programs is defined as having responsibility for directing, organizing, AND controlling the program and/or supervising the professional staff who directly implement the program.

**NON-QUALIFYING EXPERIENCE: Experience providing direct care to individuals, case work, child protective services or support, determining eligibility benefits for public assistance, social work, counseling, community service worker/liaison, fraud investigator, family support advocate, nurse, teacher, youth aide, psychologist, and welfare or Medicaid examiner/coordinator are NOT considered qualifying experience.

55 B/C QUALIFICATIONS:
Individuals certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. To be considered, you must provide a copy of your letter of eligibility with your response.

You must meet the open competitive qualifications from the most recent examination announcement. The open competitive minimum qualifications are:

Preferred Qualifications

Community Services Program Analyst must demonstrate adequate proficiency for the task, including:

  • Knowledge of not-for-profit organizations, programs, activities, functions, service area, grantee organizational structure, and board composition
  • Knowledge of applicable statutes, rules, regulations, policies, and procedures governing the programs and the organizations
  • Knowledge of the current CSBG National & State Goals and Outcome Measures and the CSBG National Performance Indicators and the ability to provide technical assistance to grantees on their application.
  • Ability to communicate clearly and effectively both orally and in writing.
  • Ability to exercise professional care in conducting of assigned tasks.
  • Ability to base findings on objective evaluations of pertinent information.
  • Ability to serve grantees in the most effective way, with the least burden and with respect.
  • Ability to recognize, honor and respect human diversity.
  • Ability to uphold confidentiality.
  • Ability to work as part of a team.

Duties Description
Under the general direction of the Community Services Program Analyst 2, provides field services to assigned agencies or performs administrative support activities having Statewide implications. When assigned to a field office, an incumbent develops Individual Monitoring Plans (IMP), which include the month, purpose and expected result of site visits for each assigned grantee; conducts Grantee Service Contact Report (GSCR) according to processes, procedures and schedules; performs on-site visits to determine actions required by grantees to ensure that programs comply with statutes, regulations, policies and procedures; assesses progress made toward expected goals and outcomes; identifies barriers to achieving the desired goals and outcomes stated in the grantee approved Work Plan; develops the process for providing or obtaining training and technical assistance to ensure improvement; prepares program certificates for payment processing; conducts refund conferences to determine eligibility; attends agency board meetings to verify attendance; assists grantees in developing disaster preparedness plans; provides assistance during and after emergencies or disasters; collects and reviews applications, contracts, amendments, reports and other documents; interprets laws, rules, regulations, policies and procedures governing funds received by grantees; represents the Department of State at agency functions; and prepares various narrative and statistical reports that substantiate observations, findings and recommendations.

  • Develop Individual Monitoring Plans for assigned agencies that comply with the Monitoring Guidelines and address specific needs of the subrecipients.
  • Assist with comprehensive assessments of subrecipients as indicated in reauthorizing legislation.
  • Make on-site visits to subrecipients and submit monitoring reports that document service delivery and program activities.
  • Conduct annual report review conferences with subrecipients for next contract cycle.
  • Attend board meetings to monitor board function and analyze the overall health of the organization.
  • Provide specialized support in cases of disaster and crisis.
  • Participate in subrecipient functions as requested.
  • Prepare technical assistance plans, and monitor progress, identify areas of improvement with planning and reporting on outcomes.
  • Assess the effectiveness of technical assistance and modify plans for continuous support and improvement.
  • Maintain regular contact with assigned subrecipients.
  • Routine paperwork and reports are completed in a thorough and timely manner (Examples include timesheets, travel vouchers, monthly reports, and training requests)
  • Work as part of a team with other staff, including legal and fiscal departments, to ensure comprehensive oversight of subrecipients.
