Role: Artificial Intelligence Analyst Location: Washington, DC Duration: 12 months contract Job ID: OCTO- Artificial Intelligence Analyst - 718798 Client: DC Govt, Agency: OCTO Interview Process: video and/or In person interview (3 days a week on site is requiredMust be local to DC,VA,MD) Description: OCTO's Data Team is looking for an AI Analyst to assist in brining AI technology and techniques to DC Government agencies.This position is located within the Office of the Chief Technology Officer (OCTO) and serves under the Chief Data Officer (CDO) in the Enterprise Data program. OCTO's mission is to direct the strategy, deployment, and management of DC Government technology with an unwavering commitment to IT excellence, efficiency, and value for government, residents, businesses, and visitors.The position functions as an AI analyst responsible for implementation and oversight of artificial intelligence systems across DC Government. This includes working with DC Government agencies to develop guidance on the responsible and ethical use of AI, helping identify agency needs and suitability of AI solutions, and defining standards for AI-enabled software procurement and evaluation.Responsibilities Formulates and defines systems scope and objectives based on both user needs and a thorough understanding of business systems and industry requirements. Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operation time, and form of desired results. Includes analysis of business and user needs, documentation of requirements, and translation into proper system requirements specifications. Provides consultation on complex projects and is considered to be the top level contributor/specialist of most phases of systems analysis, while considering the business implications of the application of technology to the current and future business environment. Works with agencies to identify processes and operations that could benefit from AI/ML solutions. Conducts feasibility studies for AI solutions by analyzing costs, data requirements and expected benefits. Research applicable AI solutions and presents recommendations to stakeholders and decision makers. Documents detailed project requirements from internal and external customers. Implements strategies to improve transparency and interpretability of AI systems and communicates insights to stakeholders. Works with AI Developer to assess potential AI/ML solutions for potential bias and ethical risks, including but not limited to performing bias audits, analyzing model decisions and errors among impacted groups, and recommending techniques to mitigate bias. Works with AI Engineer to continually monitor system performance and communicate issues with external stakeholders, such as system failures, performance degradation or data inconsistencies. Research regulations and best practices for public sector AI, including tracking proposed laws and ethical AI frameworks and provides recommendations to align the Districts AI strategy with public interests. Assist in the development of policy and governance around AI and ML. Contributes to committees and groups focused on data governance. Required Skills Ability to work with diverse stakeholder groups to create collaboration and buy-in to implementation of data management standards, policies, and best practices. Experience coordinating, documenting, analyzing, and developing technical and functional business needs and workflows to identify potential solutions. Experience developing or assisting in developing AI solutions for public sector organizations. Knowledge of regulations and ethical considerations surrounding government use of AI technologies. Experience conducting bias audits on training data and machine learning models. Knowledge of AI model interpretability techniques. Experience with developing standards, practices, and policies. Experience creating Key Performance Indicators (KPIs) and metrics associated with models to measure performance. Knowledge of the AI/ML development lifecycle as a part of the Test-Evaluate-Verify-Validate framework. Knowledge of concepts and regulations related to data privacy. Strong researching skills and the ability to create summaries and reports for agency executives. Strong communication skills, both oral and written. Strong organizational skills with the ability to work both independently and collaboratively Minimum Education/Certification Requirements: Bachelors degree in Information Technology or related field or equivalent experience; or a current Project Management Professional (PMP) Certification
