Job: Organizational Change (OCM) Manager/OCM Lead Duration 12 months + 2 optional years Primary Place of Performance- Primary place of performance is HYBRID with 40% onsite requirement in Baltimore City, designated MDH facility, satellite location, or stakeholder work site. At least 2 days per week onsite is required. Onsite attendance may also be required during system rollout out activities in addition to the monthly requirement. May require travel to other offices as needed. Interview mode - In person/Virtual interview. Anticipated Start Date - July 2024 The Organizational Change Manager will be an integral member of the EHR Program Management Office specifically focusing on the infrastructure improvements to support the use of an Electronic Health Record at several facilities. Together, we support the rollout of the Electronic Health Record (EHR) Modernization Program. The Organizational Change Manager will focus on establishing the infrastructure readiness of healthcare facilities for implementation of the EHR solution within a structured process framework, including changes to technology service delivery processes, systems, and technologies. They will determine and evaluate the change's impacts and organizational readiness to limit potential risk and conduct post-implementation reviews to assess the decisions and performance related to the change request. Duties/ Responsibilities: The Organizational Change Manager, Network Infrastructure maintains a broad understanding of project activities assigned to them and processes to apply a structured organizational change management (OCM) or technology service delivery approach and methodology for the impact to personnel. Deliver recommended actions to improve and optimize technology service delivery using industry best practices and proven technology service delivery framework. Conduct survey assessment to identify potential risk. Develop a tailored strategy, training, and project plan. Facilitate focus groups to discuss bottlenecks hindering infrastructure and or information technology service delivery process improvements and establish a mitigation plan. Analyse client LANs/WANs, isolate source of problems, and recommend reconfiguration and implementation of new network hardware to increase performance. Provide transitional support by focusing on change stabilization and optimizing results to ensure long-term success. Utilize interactive dashboards and reports to visualize and trend technology metrics. Identify potential personnel risks and anticipated points of resistance and develop specific plans to mitigate or address the concerns. Understand the client's organization and change management issues, explain the factors involved, and shape organizational solutions to deliver value to the client. Conduct organizational change readiness assessments, evaluate results, and present findings in a logical and easy-to-understand manner. Be an active and visible coach to executive leaders who are change sponsors. Create and manage measurement systems to track and report on the adoption, utilization, and proficiency of individual technology changes. Identify resistance and performance gaps and work to develop and implement corrective actions regarding network technology delivery services. Help re-align the organization, its people, and their actions with critical businesses. Facilitate project meetings, assign, and manage tasks for change activities. *Education: A bachelor's degree from an accredited college or university with a major in Computer Science, Information Technology, Engineering, Organizational Change Management, or a related discipline. Master's degree preferred. *General Experience: Twelve (12) years of experience in a computer-related field. Demonstrated experience delivering large scale projects leveraging traditional project management and agile adaptability, ensuring iterative progress, flexibility, client collaboration, and timely milestones. A proven Change Leader who has results-driven experience in leading large, complex, transformative programs. Exceptional written and oral communication skills, able to synthesize information and tailor communication style and content for a variety of audiences. *Specialized Experience: Progressive experience in planning, designing, implementation, and analysing data of telecommunications networks to facilitate organizational change. Must have experience with network analysis/management tools and techniques and be familiar with Personal Computers (PCs) in a client/server environment. Knowledge of Ethernet, FDDI and high-speed WANs, routers, bridges, and switches. Expertise in healthcare technology load balancing efforts to achieve optimum device utilization and network performance in an environment that contains mission critical complexities. *Candidates chosen for an interview will meet the Education, General Experience, and Special Experience requirements.
