Applications Development & Operations Group is looking for a Senior Project Lead whose primary responsibilities will include; managing project plans and deliverables, conducting integrated teaming sessions, performing systems analysis, developing user stories from Product Backlog Items, performing general business analysis activities and developing/assisting in the development of documentation related to all project activities for the life of the project, to include but not limited to technical and functional requirements and user guides. The Project Lead will work under the supervision of an Program Manager.

The successful candidates will be responsible for and expected to:
Develop and implement comprehensive project plans, defining project scope, objectives,deliverables, timelines, and resource requirements.
Lead project teams in executing tasks, managing dependencies, and resolving issues to ensure successful project completion within budget and schedule constraints.
Utilize project management methodologies and tools to monitor progress, track milestones, and mitigate risks effectively.
Facilitate stakeholder meetings, workshops, and communication channels to gather feedback, address concerns, and ensure alignment with project goals.
Work closely with technical teams, including developers, engineers, and architects, to design, develop, and implement technology solutions aligned with DC Government's strategic objectives.
Manage project resources, including personnel, equipment, and finances, to optimize efficiency and maximize project outcomes.
Establish quality assurance processes and metrics to assess the performance, reliability, and usability of technology solutions deployed by the DC Government.
Ensure compliance with relevant standards, policies, and regulations governing technology projects and government operations.
Display a high degree of adaptability, flexibility, and willingness to assist fellow team members; and
Display extremely strong critical thinking skills.

The Candidate must have experience with Project Management concepts including a deep understanding of the Agile Scrum Methodology.

CONTRACT JOB DESCRIPTION
Responsibilities:
1. Analyzes process and re-engineering with an understanding of technical problems and solutions as they relate to the current and future business environment.
2. Creates process change by integrating new processes with existing ones and communicating these changes to impacted Business Systems teams.
3. Recommends and facilitates quality improvement efforts.

Minimum Education/Certification Requirements:
Bachelors degree in IT or related field or equivalent experience

Skill
Experience as an IT Business Analyst
Experience with the Software Development Life Cycle (SDLC)
Solid understanding of software quality assurance and processes
Intermediate understanding of relational data models.
Solid understanding of Agile project management with a focus on Scrum Agile.
Skilled with MS Office tools (Visio, PowerPoint, Word & Excel)
Experience developing use cases and user stories.
Experience in business process mapping or operational redesign / improvement
Experience as a technical writer in a software/application development environment.
Experience creating process flows and system architecture diagrams using Visio.
Experience working with technical staff such as software developers and DBAs
Experience conducting integrated team sessions
Bachelors degree in IT or related field or equivalent experience
