Medical Laboratory Scientist
Place of Performance: Yokota AB, Japan

General Description:
Medical Laboratory Scientist shall be responsible for supervising and performing clinical laboratory testing in any one or a combination of areas as described in the following sections and programs of the laboratory: Hematology, coagulation chemistry, urinalysis, serology, microbiology, micro-molecular, shipping, transfusion services/blood bank, and point-of-care testing program.

Specific Tasks:
Calculate test results and measure prescribed quantities of samples during tests.
Notice pertinent details of specimens under microscopic study.
Perform a wide variety of laboratory tests either manually or using automated instrumentation.
Evaluate information against measurable criteria in the performance of laboratory test.
Perform precise and accurate laboratory testing according to established laboratory procedures.
Receive written requisitions from health care providers for routine and special laboratory tests.
Setup, validate, and adjust laboratory equipment and apparatus.
Obtain laboratory specimens directly from patients by venipuncture, instruct patient and staff on proper specimen collection.
Add reagents or indicator solutions, and subjects specimens to various laboratory operations according to established procedures.
Prepare slides for microscopic analysis as necessary.
Observe test reactions, change of color, or formation of precipitates; studies or subjects treated specimens to automatic analyzing equipment to make qualitative and quantitative analysis.
Record test results to flat logs and request slips and file reports in the Composite Healthcare System (CHCS).
Bring to the attention of the section supervisor, pathologist or general laboratory supervisor any unusual or grossly abnormal test result.
Perform light general cleaning of work areas such as collection of trash, autoclaving of specimens, cleaning of bench tops and light dusting.
Prepare specimens for transport to MTF laboratory or for mail out.
Prepare biological waste for proper disposal.
Manage/perform the prescribed QC/CAP programs.
Perform and document required equipment maintenance as required.
Adhere to infection control procedures including the use of personal protective equipment and proper disposal of waste.
Participate in required equipment, in-service training and continuing medical education.
Ensure safe work environment and employ safe work habits.
You shall prepare and submit trend analysis reports requested by Functional Requirements Evaluator Designee (FRED).
Maintain and provide monthly statistical reports to oversight committees and functions within the timelines designated by the FRED.
Responsible for conducting orientation of all new personnel to the laboratory.
Fulfill The College of American Pathologists (CAP) requirements of a Technical Supervisor.
Prepare all documentation to meet or exceed established standards of the MTF to include, timeliness, legibility, accuracy, content, format, and signature. Only MTF and AF approved abbreviations may be used for documentation of care in the health care record. You shall ensure complete patient identifying information is on all documentation that is to become part of a health care record.

Education:
Shall meet one of the following three (3) requirements:
Hold a Doctoral Degree in Medicine or Osteopathy in the United States; and is certified in both anatomic and clinical pathology by the American Board of Pathology or the American Osteopathic Board of Pathology.
Have earned a Masters Degree in a chemical, physical, biological or clinical laboratory science or medical technology from an accredited institution; and at least two (2) years of laboratory training and/or experience, in high complexity testing within the subspecialty that the laboratory scientist will be working.
Have earned a Bachelors Degree in a chemical, physical, biological or clinical laboratory science or medical technology from an accredited institution; and at least four (4) years of laboratory training and/or experience, in high complexity testing within the subspecialty that the laboratory scientist will be working.

Experience:
Preferred (But not Mandatory) Certification: At least 2 years of experience in transfusion services and/or microbiology services and certification as a Medical Laboratory Scientist by the American Society of Clinical Pathologists (ASCP) or a Medical Technologist by the American Medical Technologists (AMT).

Knowledge/Skills:
Knowledge of computer operations and proficiency in use of basic word processing, data entry and automated medical records. Proficient in operation of standard office equipment, such as personal computers, copiers, fax machines, and telephone systems.
Knowledge of medical privacy and confidentiality (Health Insurance Portability and Accountability Act [HIPAA]), and The Joint Commission (TJC), and the Clinical Practice Guidelines (CPGs).
Must demonstrate ability to communicate effectively both orally and in writing.
Must be skillful and tactful in communicating with people who may be physically or mentally ill, uncooperative, fearful, emotionally distraught, and occasionally hostile.
Must have knowledge and experience, or demonstrate comprehension during training, with software and databases currently employed at the MTF (e.g. Microsoft Office, Excel and PowerPoint; Composite Health Care System [CHCS], Armed Forces Health Longitudinal Technological Application [AHLTA]). Must possess knowledge, skills and computer program literacy to collect and analyze data.
Must have knowledge and experience, or demonstrate comprehension during training, in Patient Advocacy, Patient Privacy, and Customer Relations.
Must possess organization, problem-solving and communication skills to articulate medical requirements to patients, families/care givers, medical and non-medical staff in a professional and courteous way.
Familiarity with Department of Defense (DoD), U.S., non-profit healthcare systems and organizations, to include DoD Tri-Service Military Healthcare Systems, TRICARE purchased care system, Medicare, Medicaid and the Veterans Administration (VA) is desired.

English Language Requirement:
Shall read, understand, speak, and write English fluently and clearly. A Test of English for International Communication (TOEIC) score of at least 900 or equivalent certificate is required of applicants whose native language is not English.
