(This position is considered full-time regular status , the incumbents employment with the Community is At-Will and termination of employment is not subject to the Disciplinary Grievance Procedure).

DISTINGUISHING FEATURES OF THE CLASS:
The Director administers a comprehensive social service delivery system specific to the Gila River Indian Community through delegation of responsibility for day-to-day operations to Program Administrators, Managers, Coordinators, and Supervisors. Work involves directing activities of the Support Services programs. The Director has considerable independence for carrying out policy decisions and department goals under general supervision of a Division Manager. Reports to the Community Administration, Community Council, and appropriate committees; administrative direction is provided by the Governor of the Gila River Indian Community. The nature of this position differs in scope, due to the high demand in dealing with populations associated with complex traumatic experiences that requires a high-level of confidentiality and sensitivity of all programs that operate on a 24/7 crisis oriented basis in a rural area.

ESSENTIAL FUNCTIONS:
Develops departmental goals, operational objectives, and budgets; Provides direction to the Community's short and long-range planning for social services programs;
Establishes departmental policies and procedures; Plans, organizes, and directs the activities of the various Social Services programs.
Develops and maintains effective inter-agency working relationships; Consults with governmental officials at the tribal, municipal, county, state, and federal levels, private industry, and community members;
Demonstrates superior seamless customer service, integrity, and commitment to innovation, efficiency, and fiscally responsible activities;
In conjunction with appropriate personnel and fiscal department representatives, negotiates contracts between Bureau of Indian Affairs area office and other federal and state agencies
Prepares a variety of reports, special studies, and correspondence to Division Manager, Tribal Administration, Community Council, and general public on Program services
Administers and maintains employee actions/records; ensures employee performance evaluations are completed
Performs other related duties as assigned

REQUIRED KNOWLEDGE, SKILL, AND ABILITY:
Considerable knowledge of Community service programs and their purpose.
Considerable knowledge of sociology, psychology, economics, and education
Considerable knowledge of Community government structure and function.
Knowledge of tribal, state, and federal laws and ordinances affecting human services programs
Knowledge of underlying social and economic problems
Knowledge of principles and practices of supervision and personnel administration
Knowledge of budget reporting systems, financial controls, funding sources, and program evaluation
Knowledge of the Gila River Indian Community and its laws, practices, and customs
Ability to plan, organize, direct, and review the work of others with a culturally-sensitive approach
Ability to analyze viewpoints and incorporate into planning activities and programs
Ability to perform a broad range of supervisory responsibilities over others
Ability to effectively communicate and produce documents written in the English language using proper sentence structure, punctuation, grammar, and spelling
Ability to work cooperatively with other employees, elected officials, clients, agencies, and the public
Ability to effectively use computers and related computer application software
Ability to perform all physical requirements of the position
Ability to maintain a drug-free work environment
Ability to work more than forty hours in a work-week without additional compensation to perform assigned job duties, which may include weekends, evenings, early morning hours, and holidays as required
Ability to pass criminal background check as mandated by P.L. 101-630

REQUIRED EDUCATION AND EXPERIENCE:
Masters degree from an accredited college or university, in Public Administration, Business Administration, Social Work or a closely related field and a minimum of eight (8) years of professional experience in social service programs and which included five (5) years management and/or administrative supervisory experience;

Bachelors degree from an accredited college or university in Public Administration, Business Administration, Social Work or a closely related field and a minimum of ten (10) years of responsible management experience in a social service program to include three (3) years supervisory experience in a social service program.

Licensed Master of Social Work or Licensed Clinical Social Worker credential preferred.

ADDITIONAL REQUIREMENTS:
Required to pass a background check and fingerprint clearance as a condition of employment and must continue to maintain throughout duration of employment.
Background checks are required for positions that involve regular contact with or control over Community Children in accordance with The Indian Child Protection and Family Violence Prevention Act, 25 U.S.C. Sections 3201 through 3210 and C.F.R. Part 63 and positions that have regular contact with the Elderly.
Required to obtain a Tribal Driving permit.
Required mandatory reporter pursuant to Title 7, Chapter 2 (7.205), B.
Required to attend Title 7 Mandatory Reporting training on a yearly basis.
