Role: Grants Management Analyst Location: Washington, DC Duration: 12 months contract Job ID: EOM Grants Mgt Analyst - 703094 Client: DC Govt, Agency: EOM Interview Process: video and/or In person interview (3 days a week on site is required Must be local to DC,VA,MD) Description: The Executive office of the Mayor is looking for an experienced analyst with Grants Management experience (Federal Grants) to support DC's grant activity associated with the Bipartisan Infrastructure Law The District of Columbia will look for a senior consultant to help successfully apply for and win grants from the Bipartisan Infrastructure Law (BIL) titled the Infrastructure Investment and Jobs Act (IIJA The qualified resource shall provide direct, supplemental grant writing capacity, to ensure that in-house capacity is never a reason or consideration for whether to pursue a grant. This will involve direct grant writing support to District agencies and providing analysis to make the best possible case for the organization and adapt to changing analysis requirements from the federal government (including Justice40, cost/benefit analyses, and more Essential Duties/Responsibilities: Serve as a writer for outlines and successive drafts of the concept papers, including the creation and/or incorporation of text, graphs, charts, and/or images, ensuring the concept paper meets and fulfills the review criteria of the BIL grant program focus areas. Serve as a writer for outlines and successive drafts of the Full Application documents, including but not limited to the Technical Volume, Community Benefits Plan, and Statement of Project Objectives. This may include the creation and/or incorporation of text, graphs, charts, and/or images as well. Participate in conversations and engage with relevant stakeholders to receive data, statistics, graphics, and edits of successive drafts relevant for the successful development of the Concept Paper and Full Application. Research, advise, and advise EOM regarding best practices as it relates to the development of a Concept Paper and Full Application under the BIL. Assist EOM staff in program administration concerns related to the Concept Paper and Full Application, as needed. Collaborate with EOM staff on communications strategies and outreach, as needed. Analyses process and re-engineering, with an understanding of technical problems and solutions as they relate to the current and future business environment. Creates process change by integrating new processes with existing ones and communicating these changes to impacted Business Systems teams. Recommends and facilitates quality improvement efforts. Job Requirements: Bachelors degree required. 5-plus years experience in grant management, particularly federal grant management. 6 years of experience as a Grants Management oversight within Government parameters. 5 years of experience in planning and management of mission critical tasks within a grants cycle 5 years of experience writing grant proposals and putting together applications for federal funding 5 years of experience in business process engineering / process improvement 5 years of experience working with quality management approaches, techniques, and principles to ensure quality 6+ years of experience.
