Job Description:

SUMMARY

This is highly advanced professional work planning, directing and administering all activities and personnel of GRUComs engineering, construction & system planning work groups while actively engaged with GRUComs Leadership Team developing GRUComs Business Strategy.

This position is responsible for coordinating teams of professional, technical or contract personnel in planning, developing, and implementing a number of large and important projects or a project of major scope and importance.

The single position allocated to this class reports to a senior manager and works under general supervision. Work in this class is distinguished from by its emphasis on the telecommunications business unit and from lower classes by its focus on Design, Planning & Construction within GRUComs Leadership Team.

ESSENTIAL JOB FUNCTIONS

Supervises, coordinates, and directs technical personnel, outside consultants and contractors on major or multiple projects related to the implementation of a significant telecom-related initiative.

Handles projects involving exploration of subject area, definition of scope and selection of problem for investigations, and development of novel concepts and approaches.

Coordinates the preparation, review, and approval of related analyses, specifications, and reports for complex projects. Develops and makes technical presentations.

Applies economic analysis knowledge to compare alternative and to review and approve economic analysis and recommendations prepared by others. Interprets results to support policy, ratemaking, or budgeting.

Consults with senior management and officials concerning their plans for future support and training related to the project(s) assigned. Works with management to prepare budget requests for area of responsibility. Monitors expenditures.

Assists in the development and implementation of related standards and operating policies and compliance with them by staff and users.

Prepares technical specifications for bids, initiates contract negotiations, evaluates proposals and bids, and maintains extensive contact with key engineers and officials of the organization.

Participates in the development and implementation of goals, objectives, policies and priorities; recommends and implements resulting policies and procedures.

Identifies opportunities for improving service delivery methods and procedures; identifies resource needs; reviews with management and implements improvements.

Directs, coordinates, and reviews the work plan for assigned administrative services and activities; assigns work activities and projects; monitors work flow; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.

Develops and administers the departmental budget; forecasts funds needed for staffing, equipment, materials, and supplies; monitors, reviews and approves purchase requisitions, accounts payables, and expenditures; recommends adjustments as necessary; prepares and updates budget reports for the Finance Department and Chief Business Services Officer.

Coordinates the selection, promotion, discharge and other appropriate personnel actions.

Manages the development and implementations of computer applications including Business and Operations Support Software (BSS/OSS)

Develops project plans, which identify major tasks and milestones, based on scope, resources, budget, and personnel. Establishes schedules and priorities for development and testing tasks.

Selects project team members and assigns tasks and responsibilities. Adjusts project and departmental task priorities in response to new information and unforeseen conditions.

Works with software vendors to assess, evaluate and develop applicability and use of commercial software solutions and tools.

Plans, directs, and inspects work of subordinates engaged in the operation, construction, maintenance, and repair of telecommunications systems.

Develops policies, plans, and procedures to ensure the reliability, integrity, and operability of the fiber distribution system.

Ability to prepare highly technical reports.

Plans, organizes, and directs activities and operations of GRUCom in planning, design, and standards.

Structure business cases for telecommunications network expansion in coordination with high-level strategic vision.

Plan, design, develop and implement methods and strategies to continually improve processes and capital decision making for major strategic initiatives.

Works with the members of GRUComs Leadership team to identify business opportunities, develop GRUCOMs strategic plan, continuously improve customer service and ensure optimal utilization of resources.

Creates and maintains tactical and strategic initiatives to insure GRUCom is a highly competitive telecommunication services provider.

Provides strategic leadership across all aspects of network technology selection, planning, design, implementation and support.

Ensures that telecommunications facilities design, engineering and construction are properly coordinated with local, state and federal officials and the necessary permits and approvals are received.

Ensures coordination of GRUCom work through the effective use of work management processes and supporting systems.

Assess capital requirements, develop capital plan and provide recommendations on capital allocation.

Prepares, recommends and monitors annual division budget.

Develops and reviews financial reports, including budget reports, approves major purchases, payrolls and capital projects. Initiates corrective actions where necessary.

Approves purchase requests within GRUCom in accordance with utility policy.

Reviews department growth forecasts, corporate models, master plans and utility policy.

Acquires, directs and oversees consultants and contractors.

Develops and implements administrative and operational policies and procedures.

Assess the impact of strategic financial decisions across business units and present to leadership; Monitor program results and understand impact to overall capital investments.

Plan, direct and implement corporate financial planning, reporting and analysis, and development of costing/profitability methodologies and processes.

Direct and oversee all GRUCom engineering, construction and planning activities.

Ensures that network jobs are completed in a timely manner meeting economic targets and customer service dates.

Oversight of all departmental project management activities.

All other duties as assigned.

Attends work on a continuous and regular basis.

EDUCATION AND EXPERIENCE

Bachelor degree from an accredited college or university with major course work in business administration, economics, management information systems, computer science or related subject, and four (4) years of progressively responsible management experience relevant to the needs and subject matter of the hiring department, or

Six (6) or more years progressively responsible management experience relevant to the needs and subject matter of the hiring department.

CERTIFICATIONS OR LICENSES

Licenses

Valid driver license required. Valid Florida driver license required within 30 days of appointment.

Certifications

Certification as a Project Management Professional from the Project Management Institute or a Certified Project Manager preferred.
