This position is a non-supervisory, developmental position with R3 Government Solutions. The position is that of a Human Resources Staffing Specialist. The incumbent is responsible for providing management advisory services and the full range of staffing services to assigned customers.



Major Job Duties:



Provides management consulting and advisory services to various organizations having a wide variety of positions and personnel actions. 



 



Applies intermediate knowledge of federal HR Staffing to advise on the full range of HR functions and assists management and/or their assigned HR team in fulfilling their responsibilities.



 



Plans and implements continuing personnel management services and/or programs in areas of specialty.



 



Develops plans, procedures, and operating methods for assignments.



 



Analyzes problems/issues and proposes alternative solutions. Provides management advisory services involving an intermediate degree of technical skill.



 



Reviewing recruitment and placement actions and providing advice on difficult situations.



 



Provides managers and employees with information and interpretation of an organization's personnel policies, procedures, and guidelines when the issues require substantial interpretation, there is potential for controversy, or the issue involves more than one area of personnel policy.



 



Researches, interprets, and applies appropriate Federal laws, regulations, policies and guidelines in the area of recruitment and placement.



 



Respond to inquiries concerning hiring procedures, application processes, employment opportunities, and other recruitment/selection process.



 



Provide guidance on merit system principles, prohibited personnel practices, and the development and use of valid selection criteria.



Provide comprehensive HR management advisory and technical services on organizational functions and work practices.



 



Performs all required HR tasks with an emphasis on providing managers and employees with outstanding customer service.  Responds to telephone and/or e-mails within a one business day turn-around from the day of receipt.  On a frequent basis keeps the managers and/or their representatives informed about the status of their HR requests and personnel actions.



 



Utilizes automated staffing systems, such as Web-based applications, to perform internal and external staffing and placement work that includes generating job analyses, drafting and posting vacancy announcements, adjudicating veterans preference, conducting qualifications analysis and issuing referral lists. Provides assistance to managers and applicants, providing information concerning the agency Merit Promotion and DEU hiring mechanisms. Uses similar, past recruitment actions as templates for new actions, announcements, crediting plans, etc.



 



Provides managers, employees, and job applicants with specific and directly applicable information on the organization's recruitment and placement procedures, practices, policies, and guidelines.



 



Provides guidance on requests for highest previous rate; above the minimum pay setting; recruitment, retention, and relocation incentives; special physician pays; service credit for leave, and other compensation and retention flexibilities.



 



Provides guidance on how to merge or establish new organizational units within the serviced organization for the purpose of improving workforce distribution, position management structures, efficiency, effectiveness, or productivity.



 



Drafts tentative and final offer letters; gathers required documentation to initiate background investigation.



 



Reviews and HR processes a full range of personnel actions in order to ensure that they are coded accurately in accordance with the OPM Guide to Processing Personnel Actions. 



 



Updates all required hiring data/hiring metrics, provides reports as requested.



 



Keeps R3 HR Manager abreast/aware of staffing issues or problems which need to be resolved.



 



Launches hiring consultations with hiring managers within the required timeframes and ensures that hiring managers are educated regarding their role in the hiring process.



 



Meets with customers/clients/hiring officials on a regular and reoccurring basis in order to build strong relationships with hiring managers and establish a working partnership.



 



Assists management in developing short and long range staffing plans to forecast civilian personnel mission requirements, assess employee turnover patterns, review past recruitment practices, technological changes and local labor market conditions, and provide advice to managers on future staffing strategies.



 



Performs all staffing work within the required/prescribed timeframes.



 



Ensures that all pay impacting actions are reviewed and released in the automated personnel payroll system on time to ensure on time payment.



 



Conducts recruiting outreach efforts by representing the agency at job fairs, college recruitment activities, etc.

 



Sets, commits to, and maintains high standards for quality work and responsiveness in providing HR services.



 



Works with customers to assess their needs in an effort to meet/exceed requirements and expectations.



 



Conveys a positive attitude when interacting with customers and staff.



 



Makes use of specialized knowledge to assist customers in resolving problems.



 



Performs other duties as assigned related to this position.
