Fedsight Consulting has an opening for a Senior Policy Analyst with eight to ten years management consulting, policy analysis and policy writing experience and at least three years of relevant experience in direct support of the Department of Homeland Security, Government Agencies supporting defense, or law enforcement missions. This position will be working with the DHS Headquarters clients to provide services supporting the programmatic, policy, governance, communications, and compliance functions, as well as content platform management to include information architecture, knowledge management and content migration strategies.



 



Responsibilities Include:




  • Support DHS in developing and implementing a governance structure to specify how DHS leadership will collaborate to formulate and implement strategy, establish policy and doctrine, manage organizational change, and assess performance through improved metrics.

  • Support meetings and correspondence and brief preparations for governance and oversight bodies. This includes working groups, governance boards and other groups as identified.

  • Support correspondence and briefs with all oversight bodies, including the DHS Privacy Office, Civil Rights and Civil Liberties (CRCL), and Office of General Counsel (OGC). This includes addressing recommendations and providing required documentation.

  • Support general policy research requirements in major subject areas like privacy, security and requirements management and assist with the editing and production of associated policy documents and forms.

  • Develop and maintain updated Privacy Threat Analyses (PTAs), Privacy Impact Assessments (PIAs), System of Record Notices (SORNs), and any related policy and compliance products including but not limited to Memorandums of Understanding/Agreement (MOU/MOA), Standard operating Procedures (SOPs), Service Level Agreements (SLAs), and terms of service/terms and conditions.

  • Monitor general Homeland Security legislation and identify active legislation before the authorizing Committees.

  • Provide in-depth monitoring, analysis, advice and support of Homeland Security, Congressional action, and Senate floor action legislation that mentions the program.

  • Support the rollout, implementation, and management of requirements set forth in approved legislation.

  • Support Entity Resolution planning and Analytics pilot planning efforts.

  • Conduct research and support requirements gathering and management.

  • Provide insight on best practices for technical processing acumens, data transformation methodologies, and data management and governance process methodologies.





Requirements Include:




  • Advanced understanding of Federal regulations and laws relevant to information systems policies in regard to privacy, civil rights/liberties, and other compliance issues.

  • Ability to quickly and accurately develop, revise, and provide assessment of Federal legal and compliance documentation including but not necessarily limited to Privacy Threshold Analyses (PTAs), Privacy Impact Assessments (PIAs), System of Records Notices (SORNs), Operational Level Agreements (OLAs), and Memorandums of Agreement/Understanding (MOU/MOA).

  • This position requires Bachelor’s Degree with a minimum of three (3) years of experience or two (2) in specialized area, Master’s Degree with two (2) years of experience or one (1) in specialized area, or PhD with one (1) year of experience (in specialized area). Specialized experience must be in the desired specialized work stream (e.g., large-scale IT program management, IT governance development, strategic planning for Enterprise Systems, etc.). Must demonstrate the ability to work independently or under only general direction.

  • Works directly with client or client teams on large-scale Information Technology projects in a subject matter expert capacity. For large development projects, performs functional allocation to identify required tasks and their interrelationships. Identifies client technical tasks required and resources needed to complete tasks. Provides daily supervision and direction to support staff.

  • Bachelor's degree in business, policy, legal or a related field. Degree certification, or industry background in law, public policy, or related fields a plus

  • Project Management Professional certified (a plus) or demonstrated ability in project scheduling and stakeholder communications

  • General understanding to acquire and maintain proficiency in Excel, Word, SharePoint, Project and other relevant MS office products is desired and necessary to carry out the tasks and deliverables required under this Order.

  • Well-versed in meetings management and inter-personal communication methods.

  • Must be able to obtain and maintain a Secret clearance.
