Program Manager
Place of Performance: Aviano Airbase, Italy

General Description:
The Program Manager shall be responsible for overseeing and managing diverse projects, ensuring compliance with contractual agreements, and liaising effectively with internal and external stakeholders.

Specific Tasks:
Manage the overall performance of all existing contracts/task orders of the unit to include the preventative and maintenance requirements associated with the new facility relocation.
Develop and execute project plans, ensuring adherence to timelines and budgetary constraints.
Coordinate with contractors, vendors, and other entities to fulfill contractual obligations.
Perform analytical, planning, presentation, and problem-solving, gains internal support to operate and establish strong working relationships with customers, technical staff, managers and peers.
Monitor project progress, identify risks, and implement mitigation strategies.
Serve as the primary point of contact for all program-related inquiries and communications.
Prepare and present reports, status updates, and recommendations to senior leadership.
Maintain up-to-date knowledge of relevant regulations, policies, and industry standards.
Perform duties as the unit coordinator between USG (US and Host Nation civilians, military, CONS) and vendors.
Provide information management to include office automation, records management/automation, scheduling functions, and meeting and conference support.
Build a solid business base with military customers and effectively motivate and direct Contractor technical and support staff personnel.
Schedule and plan workload. Develop and document requirements to include functional and performance requirements, incorporating architecture and operational requirements into design, requirements flow-down, and trade studies. Collect data from program sponsors, management and technical personnel, support organizations, and outside agencies on HQ USAFE and Combatant Command (COCOM) in support of assigned requirements, task orders, and contracts.
Support all work efforts for performance of existing and tentative contracts associated with the new facility and relocation efforts.

Qualifications:
Masters Degree in a related field and three years of recent specialized experience; OR bachelors degree on a related field and six years of recent specialized experience; OR ten years of recent specialized experience.
Certification in Program Management (e.g., PMP, PgMP) demonstrating proficiency in managing complex projects.
Certification as a Contracting Officer or Contracting Specialist, showcasing expertise in contracting principles and procedures.
Must have demonstrated practical experience in the area(s) of expertise as specified in the Performance Work Statement.
