Senior Internal Business Systems Analyst
Candidates must be a current Wisconsin resident or be willing to relocate within 30-60 days of hire. This position will be fully remote but is expected to be in the Madison office roughly once a quarter. Position Summary

The State of Wisconsin is seeking a Senior Internal Business Systems Analyst to support the implementation and development of new technology for the Division of Quality Assurance (DQA). The primary focus of this role is to consolidate business operations into two IT systems while supporting project management, business process improvement, quality assurance, compliance, technology implementation, and organizational modernization initiatives.

The role serves as a division-wide consultant, working with business users, leadership, Information Technology teams, and external vendors to evaluate business processes, identify inefficiencies and duplicate work, develop solutions, support system implementations, and drive user adoption through training and follow-up.

Key Responsibilities Project Management
  • Lead and support complex cross-functional projects through initiation, planning, execution, monitoring, and implementation.

  • Develop project charters, work plans, schedules, risk assessments, status reports, and post-implementation evaluations.

  • Define project scope, objectives, deliverables, timelines, resource requirements, and success measures.

  • Identify project risks, develop mitigation strategies, and resolve barriers affecting project outcomes.

  • Support IT consolidations, system implementations, modernization initiatives, and business transformations.

  • Facilitate collaboration among internal and external stakeholders.

  • Lead indirect reports when assigned and support project teams throughout implementation activities.

Business Process Improvement & Continuous Improvement
  • Conduct comprehensive reviews of business workflows to identify inefficiencies, bottlenecks, duplicate activities, compliance risks, and opportunities for improvement.

  • Evaluate end-to-end business processes and recommend sustainable improvements.

  • Develop standardized workflows, procedures, templates, and business practices.

  • Identify opportunities to streamline operations and eliminate duplicate work.

  • Perform root-cause analysis and develop corrective actions for recurring issues.

  • Research, recommend, and implement best practices related to process improvement, workflow design, and operational efficiency.

  • Support continuous improvement initiatives across DQA business areas.

  • Identify opportunities for automation and improved business processes.

Quality Assurance & Compliance
  • Analyze business processes for compliance with applicable statutes, administrative codes, policies, and operational requirements.

  • Design and implement quality assurance measures, audit tools, process controls, and performance metrics.

  • Monitor operational effectiveness, compliance, and performance.

  • Develop standardized reporting and metrics to support decision-making and performance monitoring.

  • Analyze operational data and provide recommendations related to quality improvement initiatives.

  • Support regulatory and compliance-related business processes.

Business Systems & Technology Implementation
  • Support the implementation and development of new business technology solutions.

  • Support the consolidation of business operations into two IT systems.

  • Gather, analyze, document, and validate business requirements.

  • Translate operational requirements into functional and technical specifications.

  • Serve as a liaison between business operations, Information Technology teams, Information Systems teams, and external technology vendors.

  • Coordinate system development activities and implementation planning.

  • Coordinate User Acceptance Testing (UAT) and validate system functionality against business requirements.

  • Support workflow automation solutions that reduce manual processes, eliminate duplicate work, and improve data integrity.

  • Identify opportunities to leverage existing technology platforms, automation solutions, and new technologies to improve operational efficiency.

  • Support vendor evaluations, solution selection, procurement activities, and technology implementation planning.

Change Management & User Adoption
  • Develop and implement change management strategies to support adoption of new systems, workflows, and business practices.

  • Support organizational modernization and business transformation initiatives.

  • Drive user adoption through training, communication, and follow-up.

  • Assist staff with day-to-day system usage and provide guidance on new technology solutions.

  • Develop communication plans and user guidance materials.

  • Facilitate meetings, workshops, stakeholder discussions, and training sessions.

  • Translate complex operational and technical concepts into clear and actionable information for users.

Documentation & Knowledge Management
  • Develop and maintain business process documentation, project materials, policies, procedures, and standardized tools.

  • Document current-state and future-state business processes.

  • Establish documentation standards that support consistency, transparency, accountability, and audit readiness.

  • Prepare communications, guidance documents, and project updates related to process improvements, system implementations, and modernization initiatives.

  • Promote organizational knowledge sharing and continuous improvement.

Required Qualifications
  • 4+ years of experience as a Technical Project Manager.

  • 4+ years of experience with IT consolidations and implementations.

  • 4+ years of hands-on experience with Continuous Improvement projects, either leading or participating.

  • 4+ years of experience with Quality Assurance and Compliance Monitoring.

  • Strong experience with project management principles, methodologies, tools, and best practices.

  • Experience leading complex, cross-functional projects involving multiple stakeholders and competing priorities.

  • Experience managing project scope, schedules, resources, budgets, risks, and organizational change.

  • Strong business analysis, critical thinking, problem-solving, and root-cause analysis skills.

  • Experience gathering, documenting, and validating business requirements.

  • Ability to evaluate end-to-end workflows and identify process improvement opportunities.

Nice-to-Have Qualifications
  • 3+ years of experience with Change Management.

  • Experience with organizational reorganization, modernization, or transformation.

  • Experience developing centralized communication systems or processes.

  • 3+ years of experience developing training materials related to system implementations.

  • 3+ years of experience with Business Process Mapping, such as Microsoft Visio.

  • Experience with Lean, Six Sigma, or comparable Continuous Improvement methodologies.

  • Experience with workflow automation and process automation.

  • Experience with User Acceptance Testing.

  • Experience with licensing, compliance, case management, or regulatory systems.
