Director, ISO Regulatory Policy

To support its expanding portfolio, Jupiter Power seeks to hire a highly motivated and experienced professional as its Senior Manager/Director, ISO Regulatory Policy, to report to the Senior Director of Regulatory, External Affairs & ESG. This role is a key contributor to the external affairs team and leads the companys response to developments within FERC-jurisdictional regional regulatory markets, specifically including RTO/ISO rule changes impacting the interconnection process for Jupiters development pipeline as well rule changes influencing market conditions for operating battery storage projects. The position will serve as Jupiters primary liaison to ISO/RTO stakeholder processes, staff and Boards.

The successful candidate will also support Jupiters representation at state regulatory commissions, and support Jupiters formulation of positions and advocacy in state legislative and regulatory venues to contribute to battery energy storage new market expansion. The successful candidate will be a key contributor to internal discussions regarding commercial strategies for participation in both vertically integrated and deregulated markets, and support other functions within the organization, including project development, origination, risk management, and interconnection/engineering teams.

Requirements

Key Responsibilities

  • Lead ISO/RTO Regulatory Affairs Activities for FERC jurisdictional electricity markets, including formulation of internal policy goals and external representation
  • Monitor and evaluate new RTO/ISO rules impacting storage asset interconnection rules or the operations of battery energy storage assets.
  • Assist internal departments with interpretation of tariffs or protocols and responses to RTO/ISO queries or requests for information.
  • Assist with preparation of documents needed for participation in forward capacity markets.
  • Assist legal and development with regulatory aspects of interconnection, compliance and trade and dispatch.
  • Manage technical regulatory consultants.
  • Work across functional teams within Jupiter to develop and implement regulatory strategies supporting the companys development pipeline, commercial team, trading group, and operating assets.
  • Engage in RTO/ISO stakeholder processes and coordinate with trade associations, similar companies, strategic partners.
  • Develop policy and advocacy strategy for development/expansion of markets for energy storage through procurement policies, new services, or state targets and mandates.
  • Draft comments for RTO/ISO, FERC or state utility commission proceedings

Requirements

  • Bachelors Degree
  • 5-7 years of experience in regulatory affairs, policy, trade compliance, strategy or business development in the power market industry
  • Experience in PJM, MISO or NYISO power markets
  • Deep understanding of electricity market dynamics, notably with respect to market operations, price volatility drivers and transmission dynamics.
  • Experience in managing external consultants and deriving/approving external scopes of work
  • Excitement for a position requiring travel
  • Preferred Skills and Experience
  • Advanced degrees in law, business, or engineering.
  • Experience representing power generation in ISO/RTOs
  • Experience in or familiarity with certain power market industry disciplines, such as origination, market analytics, trading, , production cost modeling and/or congestion risk analysis.
  • Extensive work experience beyond the 5-year minimum.

Compensation and benefits offered will be commensurate with the experience and qualifications of the candidate. The role has remote work capabilities dependent on ISO of experience and candidates current location, but requires travel to Jupiter offices in Austin, TX, Houston, TX or Chicago, IL.
