The State of Michigan is looking for: Business Analyst 5
Duration: Projected end date - 6/30/2024

Hybrid: Will need to be onsite from day 1, two days a week. MUST be in office on Tuesdays and Wednesdays.
Local candidates (strongly preferred) or non-local (must be willing to relocate/follow the hybrid schedule)

Top Skills & Years of Experience:

10 years of experience directing the analysis, definition, and documenting of system and business requirements with clients, for large scale systems. Business process design and re-engineering. Communication and translating requirements between the business and technical teams.
10 years of experience developing large scale software systems, using agile methodology and frameworks. Ability to write user stories to support Agile development. Collection of stories and other requirements are recorded in Atlassian JIRA and Confluence.
10 years of experience to facilitate, capture, organize and document business requirements from all stakeholders, including business-side employees, product owners, and technical resources. Requirement's analysis and the ability to decipher what is said to what is really wanted or needed.
10 years of experience developing technical designs in consultation with application/solution architects to set direction of design and development for large application development projects. Review technical design and specification for completeness and conformance to quality standards, especially as a mentor to less experienced business analysts. Also experience in the use of responsive design application development with a focus on human centric designs.

Position Description MSP Business Analyst 5

Hours: 8-5, Hybrid available Tuesday, Wednesday in office required

Responsibilities:
Gather and document business requirements for internal/external products/projects.
Facilitate requirements gathering/meetings with clients to gather requirements (traditional
waterfall and agile) for all IT solutions and to identify impacted business processes and determine
best process and IT solution integration.
May review and advise on design solutions developed by others.
Differentiate between defects and new requirements and initiate change requests as necessary.
Approves application-wide integration, performance, system or user acceptance test plans.
Work with the solutions architect to set up guidelines/processes on code review.
Manage defect tracking for large scale systems implementation.
Serves as Agency Services liaison to outside consultants.
Serve as a liaison between DTMB and the client concerning application requests, standards, and
other program and project matters.
As a Senior IT Business Analyst, the employee performs a complete range of information system analyst assignments including, but not limited to, designing, developing, testing, and implementing computer systems and applications for Michigan State Police (MSP) applications. This individual will be looked
upon to provide technical support to other team members and evaluate new development tools and agency systems. Senior IT Business Analyst will evaluate, document, and inform DTMB management and supported client agency of impact and risks, including disaster recovery planning, to existing IT solutions
due to proposed legislation, enhancement requests, or changes in governmental processes or procedures. Actively participate in the development and implementation of assigned client agency's IT strategic direction/plan. Mentors other DTMB staff to resolve client agency IT issues.

The primary duty of this position is to act as a liaison among technical and business stakeholders to elicit, analyze, communicate, and validate requirements for changes to information systems, business processes, and policies, as applicable. Collaborating with both the Information Technology (IT) project teams and business clients, this position collects, clarifies, and translates business requirements into design documentation, from which applications and solutions are developed.
Pay range - $46 to $52 per hour on W2.
