INTRODUCTION:

T2 Tech is assisting with the recruitment and selection of a DIRECTOR OF INFORMATION SYSTEMS for one of their prestigious clients in Los Angeles. This client is a leader in the healthcare space providing affordable healthcare to Los Angeles residents. This healthcare system also has a network of clinical practices and health related programs offering services throughout the community.

SUMMARY:

The DIRECTOR OF INFORMATION SYSTEMS serves as the primary executive for the technology infrastructure at a T2 Group client with several clinical sites located throughout Los Angeles. This role oversees and provides leadership for all technology needs within this organization. The DIRECTOR OF INFORMATION SYSTEMS will be responsible for providing big-picture insight and direction for information systems (IS) strategy, encompassing IS solutions for both business and clinical operations. Strategies should be congruent with the mission and vision of the organization. They should also innovate systems and technology, and advance best practices. The DIRECTOR OF INFORMATION SYSTEMS will be accountable for technology-based business decisions. They will report to C-level leaders.

The DIRECTOR OF INFORMATION SYSTEMS will need a comprehensive understanding of healthcare IS and anticipate the impact of these tools on the delivery of patient care. They will be responsible for leading this organization through the ongoing optimization of their varied electronic health record (EHR) systems. This will be done through reporting, data analytics, and training across the organization. EPIC experience is required. The DIRECTOR OF INFORMATION SYSTEMS will create a secure IS environment, support a remote work force and mobile worksites, create a fully outsourced cloud environment, develop relevant policies, and build all necessary protocols. They will need to understand applications for business and clinical operations, and integrations/automations to optimize business and clinical workflows and decision making.

As an executive leader, the DIRECTOR OF INFORMATION SYSTEMS will be responsible for building and leading a team of healthcare technology professionals. This team may include tech support, data analysts, and EHR/clinical analysts. They will lead with vision to position the organization for future growth and optimal utilization of all resources. Their leadership will empower the team to create an efficient and effective IS function using the most advanced technology available. The DIRECTOR OF INFORMATION SYSTEMS will promote quality, service, accountability, and delivery to support the growth and sustainability of the organization.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:

  • Supports and implements the organization's vision, mission, and values.
  • Promotes a culture of high performance and continuous improvement that values learning and high quality, service-oriented support to meet the needs of management and staff.
  • Supervises personnel to include screening, interviewing, hiring, disciplining, and terminating. Guides, directs, disciplines, coaches, and motivates staff regarding work performance, problem solving, and decision making to ensure staff meet work standards. Conducts all aspects of supervision in a professional, consistent, and objective manner.
  • Ensures staff members receive timely and appropriate training and development.
  • Develops and maintains the systems architecture for the organization.
  • Manages the organizations systems portfolio consisting of enterprise applications including, but not limited to, electronic medical/dental, accounting, human resources, telecommunication, fixed assets and ancillary application.
  • Develops and maintains appropriate policies for systems including application and data security. Ensures compliance with requisite government regulations and laws.
  • Prepares annual budget and tracks costs for systems development. Negotiates and maintains agreements with software and service providers.
  • Maintains an effective understanding of current systems and emerging technologies. Assesses applicability of emerging technologies for the business, and appropriate timeframes for adoption.
  • Responsible for the development and implementation of the business continuity and disaster recovery plans. Executes regular tests of the capabilities.
  • Actively participates in appropriate industry related forums and roundtables, such the CCALAC CIO roundtable and various system user groups.
  • Produces management reports that guide the institutions to the most effective business decisions possible.
  • Uses discretion and judgment in handling sensitive or confidential information. Answers all employee and client inquiries in a timely and courteous manner. Listens and responds to employee disputes. Understands which decisions can be made alone and which need to involve others.
  • Advises key members of senior management on risk-related matters including potential risks, trends, and technology or information related issues.
  • Develops an annual information systems management plan, consisting of goals, with clearly defined quarterly measures.
  • Conducts bi-annual organizational information/technology risk assessments and reports on findings and trends.
  • Reports to the board and key management staff, quarterly, on information management activities, progress in meeting the annual management plan goals, and implementation of follow up actions. Translates the data into information that is meaningful to the intended audience.
  • Investigates matters related to loss prevention / risk reduction. Manages internal controls as needed.
  • Reviews errors using techniques such as root-cause analysis (RCA) to minimize the errors reoccurrence.
  • Continually evaluates, documents, and monitors the adequacy of the information systems and technology infrastructure, process efficiencies / effectiveness, integrity of information, and safeguarding of assets.
  • Identifies areas of vulnerabilities and risks; develops / implements corrective action plans for resolution of problematic issues and provides general guidance / recommendations on how to avoid or deal with similar situations in the future.
  • Complies with organizational policies and procedures.
  • Willing and able to work at all locations, as needed to meet business needs.
  • Willing and able to work after-hours and on weekends from time to time when critical projects require such a schedule.
  • Performs other duties as assigned.

Requirements

EDUCATION/EXPERIENCE:

  • Bachelors degree in Computer Science, related field or equivalent work experience required.
  • 8 years of systems development experience with five years of management experience required.
  • Project management experience required.
  • Master's degree in computer science or related field is preferred.
  • Documented working experience with Microsoft Windows Environments, including MS-SQL and Microsoft Exchange, Internet Information Server and EHR applications, preferred.
  • E.H.R. experience:
    • Epic preferred
    • Major E.M.R. vendor experience required

      • Cerner
      • Meditech
      • Allscripts
  • Experience installing, maintaining, support and troubleshooting of client/server technology, Internet/intranets, VoIP telephony preferred.
  • Knowledge of Cisco network hardware preferred.

Benefits

ANNUAL SALARY RANGE:

$117,000 - $187,000

Salary is based upon the candidates skills and specific experience qualifications.
